论我国群众体育发展机制的完善

【摘要】：我国群众体育发展水平与我国的经济发展水平不相称,难以满足人民群众日益增长的体育需求,制约了我国建设体育强国和人力资源强国的战略步伐。因此,针对我国群众体育整体基础薄弱、发展不平衡、不同阶层之间存在差距和群众体育资源缺乏投入和整合等因素,要运用各种传播媒介,加大宣传力度,积极营造群众广泛参与体育的舆论氛围,在法律的框架内界定群众体育领域各个行为主体的权责利,合理进行机构设置和权限划分,加强对我国群众体育人力资源的管理,提高群众体育管理人员和相关人员的整体素质,改革和完善政府绩效考评机制,提升群众体育在体育事业中的地位,深化体育体制改革,把解决民生问题摆在体育工作的重要位置,夯实群众体育基础,使群众体育走向健康、和谐、正确的轨道。
[Abstract]:The development level of mass sports in our country is not commensurate with the level of economic development of our country, and it is difficult to meet the increasing sports demand of the masses of the people, which restricts the strategic step of building a powerful sports country and a powerful country of human resources in our country. In view of such factors as the weakness of the overall foundation of mass sports in our country, the imbalance in development, the disparity between different strata and the lack of input and integration of mass sports resources, it is necessary to use various media to increase propaganda, We should actively create an atmosphere of public opinion for the extensive participation of the masses in sports, define the rights, responsibilities and interests of various actors in the field of mass sports within the framework of the law, rationally set up institutions and divide their powers, and strengthen the management of human resources for mass sports in China. To improve the overall quality of the mass sports administrators and related personnel, to reform and improve the government performance appraisal mechanism, to enhance the status of mass sports in sports, and to deepen the reform of the sports system, It is important to solve the problems of people's livelihood in sports work, consolidate the foundation of mass sports, and make the mass sports move to a healthy, harmonious and correct track.
