济宁市发改委固定资产投资项目管理系统的设计与实现

【摘要】：随着国民经济的发展和科学技术的进步,济宁市发改委紧跟时代发展潮流,已经开始改进传统的固定资产项目管理模式,开始进行标准化管理。固定资产项目信息在统一的、标准的管理模式下能够高效、有序的存储,发改委业务人员也能够解放生产力。但是现在仍然存在很多弊端,例如固定资产项目日益增多,项目信息的存储管理越来越不方便。济宁市发改委现在已经意识到当前固定资产项目管理的问题。在这种背景下,济宁市发改委固定资产投资项目管理系统应运而生。本系统采用面向对象的Java语言编写开发完成,采用B/S架构。不仅如此,系统采用MVC的设计模式和SSH框架。系统使用SQL Server 2014作为存储发改委固定资产投资项目数据的数据库。济宁市发改委固定资产投资项目管理系统共包含七个基本功能:固投项目管理、项目库管理、审核备信息库、审批交换库、年度计划管理、项目在线监管、统计查询。实现了项目入库和项目推进管理;实现了项目从策划阶段到前期阶段、到在建阶段、到竣工验收阶段的项目推进全过程管理;实现了项目信息上报审批的项目在线监管管理;实现了按行业、县市区综合统计、地市综合统计、行业综合统计、项目阶段综合统计、建设类型综合统计、投资规模综合统计和两圈两带综合统计等多种统计功能。济宁市发改委固定资产投资项目管理系统的研发和使用,能够很大程度上提高济宁市发改委固定资产投资项目管理效率,保证项目数据信息能够完整、准确、安全的储存。本系统还最大限度的解放了人力资源,提高了工作效率。
[Abstract]:With the development of national economy and the progress of science and technology, Jining Development and Reform Commission has begun to improve the traditional fixed assets project management mode and carry out standardized management. The fixed assets project information can be stored efficiently and orderly under the unified and standard management mode, and the NDRC business personnel can also liberate the productive forces. However, there are still many disadvantages, such as the increasing number of fixed assets projects and the inconvenient storage and management of project information. Jining City Development and Reform Commission has now been aware of the current fixed assets project management problems. In this context, Jining Development and Reform Commission fixed assets investment project management system came into being. The system is developed with object-oriented Java language and B / S architecture. Moreover, the system adopts MVC design pattern and SSH framework. The system uses SQL Server 2014 as the database for storing fixed assets investment project data of NDRC. Jining Development and Reform Commission fixed assets investment project management system includes seven basic functions: fixed investment project management, project library management, audit information base, approval exchange database, annual plan management, project online supervision, statistical inquiry. It realizes the management of the whole process of the project from the planning stage to the early stage, to the stage of construction, to the stage of completion and acceptance, and realizes the project online supervision and management of reporting and approving the project information. Various statistical functions have been realized, such as comprehensive statistics of industry, county and city, prefecture and city, industry, project stage, construction type, investment scale and two circles and two bands. The R & D and application of the fixed assets investment project management system of Jining Development and Reform Commission can greatly improve the efficiency of the management of the fixed assets investment project of Jining Development and Reform Commission, and ensure the complete, accurate and safe storage of the project data information. This system also liberates the human resources to the maximum extent, improves the work efficiency.
