分级教育、人力资本与区域经济增长

【摘要】:分级教育是人力资本的代理变量,对发达地区而言,劳动力的高等教育水平对地区经济增长具有积极影响,高级人力资本通过自主创新和模仿创新提高全要素生产率,中级人力资本在地区经济发展中暂未发挥积极作用;欠发达地区中、高级人力资本对经济增长的作用均不明显。高级人力资本在第一产业中并未发挥正外部性,对第二产业生产率的提高作用显著,而中级人力资本在第三产业中的追赶效应尚不明显。应根据地区经济特点对各种人力资源的需求,优化地区教育结构、完善分级教育管理体制、构建终生教育体系、建立技术资源共享平台,实现人才结构与地区经济结构相匹配,发挥技术创新的经济效用,提高各地区经济发展速度。
[Abstract]:The hierarchical education is the agent variable of human capital. For the developed areas, the higher education level of the labor force has a positive impact on the regional economic growth. The advanced human capital improves the total factor productivity through independent innovation and imitation innovation, and the intermediate human capital has not played a positive role in the regional economic development. The effect of advanced human capital on economic growth is not obvious. The higher human capital does not play positive externality in the first industry, and it has a significant effect on the productivity of the second industry, while the pursuit effect of the intermediate human capital in the third industry is not yet obvious. The structure of education, the improvement of the management system of graded education, the construction of a lifelong education system, the establishment of a sharing platform for technical resources, the matching of the structure of talent and the economic structure of the region, the economic utility of technological innovation and the improvement of the speed of economic development in all regions.
