新形势下我国军官职业化制度探究

【摘要】:2015年12月,中央军委改革工作会议的召开标志着新一轮具有里程碑意义的整体性革命性的国防和军队改革正式启动。到目前为止,在习主席提出的“六个着眼于”重大战略举措指引下,领导指挥改革和联勤保障体制改革相继完成。在人才竞争已经成为综合国力竞争核心的大背景下,以建立军官职业化制度体系为目标方向的军事人力资源政策制度改革作为国防和军队改革的关键一环,关系军队建设全局,关系未来战争胜负,关系强国梦强军梦实现,地位重要、意义重大。军官职业化制度自19世纪初在普鲁士确立,历经200多年已在世界主要国家普遍确立,已成为现代军队建设的三大主要趋势之一。我国现有军官人事制度伴随着我军成长发展不断完善规范,在确保军队坚决听党指挥、有效履行使命方面发挥了重要作用,但已明显滞后于科学技术高速发展和社会环境深刻变革的新要求。本文通过研究中外军官职业化制度理论和当前我军军官人事制度现状,首先厘清军官职业化制度的相关概念、特征、意义,论证军官职业化制度的先进性。然后深入剖析了我军当前军官人事制度的主要问题,总结我国建立军官职业化制度的现实性紧迫性。最后,在借鉴外军经验教训基础上,围绕我国推进军官职业化制度建设,提出了构建军官职业化制度体系应把握的基本原则和注意事项,给出了建立开放稳定的服役制度、畅通有序的退出渠道、科学合理的分类系统、精细动态的编制员额、军衔主导的层级结构、务实有效的培训体系、公平完备的选拔机制、优厚完备的福利保障、特色鲜明的职业文化9个方面的制度框架,为构建中国特色军官职业化制度体系提供参考。通过系统研究,笔者感到,我国建立军官职业化制度是趋势,是途径,也是挑战,需要立足国情军情,着眼长远规划,充分论证设计,积极稳妥推进,才能实现建设一支能够担当强军重任的高素质军官队伍的目标,确保有效履行我军肩负的历史使命。
[Abstract]:In December 2015, the meeting of reform work of the Central military Commission (CMC) marked the start of a new round of revolutionary and holistic reform of national defense and army. So far, under the guidance of Chairman Xi's "six focused" major strategic measures, the reform of leadership command and joint logistics support system has been completed one after another. Under the background that talent competition has become the core of the competition of comprehensive national strength, the reform of military human resources policy system, which aims at establishing the system of professionalization of military officers, is a key link in the reform of national defense and the army, which is related to the overall situation of military construction. It is of great importance and significance to the future war and to the realization of the dream of strengthening the army. The system of professionalization of officers has been established in Prussia since the beginning of the 19th century, and has been widely established in major countries in the world for more than 200 years. It has become one of the three main trends of modern military construction. Along with the growth and development of our army, the existing officer personnel system in our country has continued to improve and standardize, and has played an important role in ensuring that the army resolutely obeys the Party's command and effectively carries out its mission. However, it has lagged behind the new requirements of the rapid development of science and technology and the profound transformation of the social environment. By studying the theory of the military officer professionalization system at home and abroad and the present situation of the military officer personnel system, this paper first clarifies the related concepts, characteristics and significance of the officer professionalization system, and demonstrates the advanced nature of the officer professionalization system. Then it analyzes the main problems of the current officer personnel system in our army, and summarizes the realistic urgency of establishing the officer professionalization system in our country. Finally, on the basis of drawing lessons from the experience and lessons of foreign troops, this paper puts forward the basic principles and matters needing attention in constructing the system of officer professionalization, and puts forward the establishment of an open and stable service system. Smooth and orderly exit channels, a scientific and reasonable classification system, a fine and dynamic staffing establishment, a hierarchical structure dominated by military ranks, a pragmatic and effective training system, a fair and complete selection mechanism, a generous and complete welfare guarantee, The distinctive professional culture of 9 aspects of the institutional framework for the construction of Chinese characteristics of the system of professionalization of officers to provide a reference. Through systematic research, the author feels that it is a trend, a way and a challenge to establish a system of professionalization of military officers in our country. We need to base ourselves on the situation of the military situation, focus on long-term planning, fully demonstrate and design, and actively and steadily advance. Only then can we realize the goal of building a contingent of high-quality military officers who can take on the important task of strengthening the army and ensure that we can effectively carry out the historical mission shouldered by our army.
