扬州市高层次人才引进政策研究

【摘要】:21世纪,经济全球化带来科技信息的发展,知识经济成为全球发展的主流,国家与区域之间的竞争从自然资源、资本资源的竞争转入对人才资源的竞争。人才资源作为经济社会发展第一资源的特征和作用越发明显,人才竞争已经成为综合国力竞争的核心。而当前人才的争夺无一例外,都是围绕争夺高层次人才展开的。高层次人才,已经成为一个国家和地区竞争取胜的关键因素,并日益成为科技进步和经济发展的重要源动力。因此,建立和拥有一支庞大的高层次人才队伍,直接关系到一个国家核心竞争力发展及其国际地位的兴衰成败。在这样的时代背景下,高层次人才开发的现实要求直接推动了人才管理科学与实践的深刻变化。本文结合本人近几年来在人力资源工作方面的切身工作实践经验和体会,在认真查阅和分析大量文献资料的基础上,运用所学公共管理理论和实践加以研究,分析跨江融合背景下扬州经济发展的高层次人才引进政策实施情况,找出扬州市高层次人才引进政策现有问题和成因有:环境因素,包括经济环境和社会生活环境及政策制订不够科学和基础设施建设有待加强等。结合国外发达国家和国内新兴区域引进高层次人才的经验,对扬州市高层次人才引进政策提出优化建议,主要有:加强机构组织,完善部门联动;改进宣传方式,营造良好氛围;明确政策方向、提升引才质量;注重配套建设,提升服务水平,为有效推进扬州市引进高层次人才提供一定的借鉴。
[Abstract]:In twenty-first Century, the economic globalization has brought about the development of scientific and technological information. The knowledge economy has become the mainstream of global development. The competition between countries and regions is transferred from the competition of natural resources and capital resources to the competition of human resources. The characteristics and functions of talent resources as the first resource of economic and social development have become more and more obvious, and the competition of talents has become a comprehensive one. At the core of the national strength competition, the contention of the current talent is all around for the high-level talents. The high-level talent has become the key factor for the victory of the competition in a country and region, and is increasingly becoming an important source of scientific and technological progress and economic development. Therefore, the establishment and possession of a large and high-level talent team, It is directly related to the success or failure of the development of the core competitiveness of a country and its international status. Under such a background, the practical requirements for the development of high-level talents have directly promoted the profound changes in the science and practice of talent management. This paper has combined with my practical experience and experience in human resources work in recent years. On the basis of careful consulting and analyzing a large number of documents and using the theory and practice of the public management, this paper analyzes the implementation of the high level talent introduction policy of Yangzhou economic development under the background of cross river integration, and finds out the existing problems and causes of the high level talent introduction policy in Yangzhou, including the environmental factors, including the economic environment and the economic environment. The social living environment and policy formulation are not scientific and the infrastructure construction needs to be strengthened. Combining the experience of advanced foreign countries and domestic emerging regions to introduce high-level talents, the optimization suggestions for high-level talents introduction policy in Yangzhou are put forward, mainly: strengthening organization organization, improving the linkage of departments, improving the way of propaganda and creating a good way. Atmosphere; clear the direction of the policy, improve the quality of the introduction, pay attention to the supporting construction, improve the service level, and provide a certain reference for the effective promotion of the introduction of high-level talents in Yangzhou.
