S市H区高层次人才引进问题和对策研究

【摘要】:当前,经济社会高速发展,经济全球化已成为全球发展的重要组成成分,国家与区域之间的发展与竞争己经演变成为知识与科技的竞争。S市H区政府积极响应中央号召,把人才作为社会经济发展的第一影响因素,积极贯彻实施科学发展观,建立高层次人才引进项目,多行业、大规模、深层次的开展高层次人才引进工作。本文的研究对象是高层次人才,研究的重点是S市H区高层次人才的引进问题。通过与S市H区部分企事业单位进行调研、座谈等第一手资料和查阅国内外相关理论著作等第二手资料深入分析S市H区高层次人才的现状,并发现H区在高层次人才引进中存在的种种问题:高层次人才总量不足、高层次人才需求主体不多、对流向企业人才政策扶持力度不够、高层次人才吸附承载能力较弱等。在此基础上,深刻剖析了产生原因:人才优先发展的理念不够明确、产业整体水平不高、政策体系不完善、区域环境和社会发展水平相对较低等。最后,笔者针对这些问题提出了相关的建议和意见:建立高层次人才引进数据库、推动企业步入引才轨道、加大对创新型创业型企业的政策倾斜、加强区域软硬环境建设,旨在对S市H区高层次人才引进工作提供一点参考。
[Abstract]:At present, with the rapid development of economy and society, economic globalization has become an important component of global development. The development and competition between countries and regions have evolved into competition of knowledge and science and technology. Taking talents as the first influencing factor of social and economic development, we should carry out the scientific concept of development, establish high-level talents introduction projects, and carry out the work of introducing high-level talents on a large scale and at a deep level. The research object of this paper is the high-level talents, and the emphasis of the research is the introduction of the high-level talents in the H district of S city. Through investigation and investigation with some enterprises and institutions in the H District of S City, first-hand information such as discussion and consulting relevant theoretical works at home and abroad, etc., the current situation of high-level talents in H District of S City is analyzed in depth. It is also found that all kinds of problems exist in the introduction of high-level talents in H area: insufficient amount of high-level talents, lack of the main body of high-level talents demand, insufficient support to the policy of talents flowing to enterprises, weak absorption capacity of high-level talents and so on. On this basis, the causes are deeply analyzed: the concept of talent priority development is not clear enough, the overall level of industry is not high, the policy system is not perfect, and the level of regional environment and social development is relatively low. Finally, the author puts forward some suggestions and suggestions: to establish a high-level talent introduction database, to promote enterprises into the track of talent introduction, to increase the policy bias to innovative entrepreneurial enterprises, and to strengthen the construction of regional soft and hard environment. The purpose of this paper is to provide some reference for the introduction of high-level talents in H district of S city.
