【摘要】：正调查结果◆仅1.3%的人认为年届五旬还在基层工作的干部仍有晋升希望◆超过八成的受访者认为基层干部到了50岁左右,会出现工作热情的消退◆近九成受访者认为基层干部"50现象"是干部任用制度和官场潜规则这两个外在因素所导致◆人力资源浪费与执政之基空心化是基层干部"50现象"列前两位的主要危害◆破解基层干部"50现象",需加大制度创新与制度供给
[Abstract]:Only 1.3% of the people think that more than 80% of the cadres who work at the grass-roots level in the five days of the year are still more than 80% of the respondents think that cadres at the grass-roots level have come to the age of 50, and there will be a decline in work enthusiasm. The "50 phenomenon" of the cadres at the grassroots level is the two external factors of the cadre appointment system and the unspoken rule of the official field. The waste of human resources and the hollowing of the ruling base are the main hazards of the top two of the "50 phenomenon" of the grass-roots cadres. To solve the "50 phenomenon" of the grass-roots cadres, it is necessary to increase the system innovation and system supply.
