【摘要】：正张荫桓1886—1889年担任驻美国、西班牙(早期译为日斯巴尼亚,简称日)、秘鲁三国公使期间,非常关注华侨子女的教育,并采取积极措施创办中西学堂a,为海外华人教育做了很多有益的工作。1.主张筹办学堂张荫桓认为"时局日艰,储材为第一要著也"b,一针见血地指出人才在国家发展中的根本作用。而华侨子女群体长期生活在海外,兼具接受东西方文明的优势条件,这一群体的培养对于处于时代变革中的清政府具有特殊意义,是一个重要的人力资源宝库。因此,张荫桓积极主张在海
