大型煤炭企业人力资源管理风险管控研究

【摘要】:人力资源是企业中最重要最核心的管理活动,是企业快速发展的动力。我国现在正处于经济快速发展时期,能源企业的稳定发展对中国经济快速发展具有重要的意义,这就需要煤炭企业在市场竞争压力大、经济环境复杂的时期对企业内人力资源管理风险具有明确的认识,并快速构建科学、高效的人力资源管理体系,保持煤炭企业竞争力。本文着重研究了煤炭企业人力资源管理风险的识别和评估。首先对国内外人力资源管理的风险研究进行梳理,并梳理风险管理及企业人力资源管理的基本定义、内涵、特点、分类、成因及其产生的危害,研究分析风险识别的方法,在制度、理念、技术三个层面建立三维识别模型对人力资源管理风险进行全方位识别,通过识别模型,分析归纳得出企业人力资源管理风险因素及其后果,并建立人力资源管理风险的层次分析指标模型,选择风险矩阵法对风险进行评估,主要以煤炭企业为对象,最后以风险评估结果为数据,提出煤炭企业人力资源管理风险防范控制对策,推进煤炭企业人力资源的健康顺利发展。本文指出煤炭企业在进行日常管理活动的同时企业人力资源活动会产生一定的风险,研究煤炭企业如何识别、评估这些风险,使其更好的规避防范风险,具有重要的理论和现实意义。运用三维结构对风险进行识别考虑了在不同时态不同层次下风险所呈现的状态,使识别结果更加多元化、系统化,以帮助企业更好的识别风险。对风险的评估基于风险矩阵法,实现了定量和定性分析法的结合,可识别多项具体风险并对他们评级,可让煤炭企业更快速的对风险进行评估并找出控制管理措施。
[Abstract]:Human resource is the most important and core management activity in enterprises, and it is the driving force for the rapid development of enterprises. China is now in a period of rapid economic development. The steady development of energy enterprises is of great significance to the rapid economic development of China. In the period of complex economic environment, there is a clear understanding of the risk of human resource management in enterprises, and a scientific and efficient human resources management system is constructed quickly to maintain the competitiveness of coal enterprises. This paper focuses on the identification and evaluation of human resource management risk in coal enterprises. Firstly, it combs the risk research of human resources management at home and abroad, and combs the basic definition, connotation, characteristics, classification, causes and hazards of risk management and enterprise human resource management, and studies and analyzes the methods of risk identification. In the three levels of system, concept and technology, a three-dimensional identification model is established to identify the risk of human resources management. Through the identification model, the risk factors and consequences of human resource management in enterprises are analyzed and summarized. It also establishes the hierarchical analysis index model of human resource management risk, selects the risk matrix method to evaluate the risk, mainly takes the coal enterprise as the object, and finally takes the risk assessment result as the data. The countermeasures of preventing and controlling human resource management risk in coal enterprises are put forward to promote the healthy and smooth development of human resources in coal enterprises. This paper points out that the human resource activities of coal enterprises will produce certain risks while carrying out daily management activities. This paper studies how coal enterprises identify and evaluate these risks so as to make them better avoid and prevent risks. It has important theoretical and practical significance. In order to help enterprises identify risks better, 3D structure is used to identify risk by considering the state of risk under different temporal and different levels, so as to make the recognition results more diversified and systematic. The risk assessment is based on the risk matrix method, which realizes the combination of quantitative and qualitative analysis. It can identify many specific risks and rate them, so that the coal enterprises can evaluate the risk more quickly and find out the control management measures.
