县乡卫生一体化协同发展人员互动策略初探

【摘要】:目的探讨农村卫生技术人员短缺现状解决办法,为我国基层医疗卫生机构引人难、育人难、用人难提出对策。方法结合河南某市实施的县乡卫生一体化所开展的卫生技术人员互动,运用文献研究、问卷调查、专题小组座谈等方法,比较卫生改革前后乡镇卫生院人力资源状况。结果通过实施县乡卫生一体化,采用定编定岗不定人、薪随岗动、与职称晋升挂钩,优厚的经济待遇、广阔的发展前景等吸引卫生人才服务农村,有效缓解了农村基层医疗机构卫生人才短缺现状。结论县乡卫生一体化下的医疗机构协同发展模式,是解决我国农村地区卫生人才匮乏一条切实可行的路径。
[Abstract]:Objective to explore the solution of the shortage of rural health technicians, and to put forward the countermeasures for the primary medical and health institutions in China. Methods the human resource status of township health centers before and after health reform was compared by using the methods of literature research, questionnaire investigation and panel discussion, combined with the interaction of health technicians in a county and township health integration institute implemented in a certain city of Henan Province. Results through the implementation of the county and township health integration, the health talents were attracted to serve the countryside by adopting the fixed arrangement and fixed post, the salary following the post, the promotion of professional title, the excellent economic treatment, the broad development prospect, and so on. It has effectively alleviated the current situation of the shortage of health personnel in rural primary-level medical institutions. Conclusion the cooperative development model of medical institutions under the integration of county and township health is a feasible way to solve the shortage of health personnel in rural areas of China.
