浅析精准扶贫背景下农村人力资源开发

【摘要】:精准扶贫是落实和贯彻《中国农村扶贫开发纲要(2011-2020)》提出的关于新十年扶贫总体目标和重要任务的关键环节,也是解决贫困问题实现共同富裕的必然需要。加强农村人力资源开发对推动精准扶贫工作具有重大的战略意义和现实意义。本文通过对精准扶贫工作和农村人力资源之间的关系进行研究和分析,肯定了目前精准扶贫工作取得的一系列显著成就,同时发现农村人口素质偏低、农村产业结构分布不均、农村人力资源开发机制不健全等现实问题,为此提出扶贫工作应强化农村基础教育和技能培养工作、完善农村产业结构、加强农村人力资源开发的管理等对策。
[Abstract]:Precision poverty alleviation is not only the key link of implementing and implementing the overall goal and important task of poverty alleviation in the new decade as proposed in the outline of China's Rural Poverty Alleviation and Development (2011-2020), but also the inevitable need to solve the problem of poverty and achieve common prosperity. Strengthening the development of rural human resources is of great strategic and practical significance in promoting precision poverty reduction. Through the research and analysis of the relationship between precision poverty alleviation and rural human resources, this paper confirms a series of remarkable achievements in precision poverty alleviation, and finds that the quality of rural population is on the low side and the distribution of rural industrial structure is uneven. The mechanism of rural human resources development is not perfect and so on. Therefore, the paper puts forward some countermeasures such as strengthening rural basic education and skills training, perfecting the rural industrial structure and strengthening the management of rural human resources development.
