农行L省分行服务“三农”过程中存在的问题与对策研究

【摘要】:“三农”向好,全局主动,解决好“三农”问题一直是治国安邦的重中之重。中国农业银行作为国有的大型商业银行,一直无愧“农”姓,致力于为农村农业发展提供金融服务。近几年来,L省农村经济发展迅速,这与农行L省分行大力推进服务“三农”工作开展密不可分,其“三农”服务工作具有代表性和研究意义。本文采用数据分析与实证分析相结合的科学方法,以市场失灵理论、制度变迁理论、交易费用理论和信息不对称理论等为理论基础,通过对农行L省分行服务“三农”工作的现状进行研究,找出“三农”工作中存在的问题并分析原因,旨在为改进农行L省分行服务“三农”工作提供参考建议。文章首先简述了农行L省分行服务“三农”工作的开展状况和取得的成效。目前农行L省分行服务“三农”氛围已经形成、农行资产量大幅提升、信贷支农路线进一步明确、农村基础金融服务能力进一步强化。农行逐年增加涉农贷款的投放量,对L省农业生产总值的增加和农民人均纯收入的提高有积极作用。然后通过分析现状找出现阶段所存在的问题,主要包括:县域客户基础薄弱,市场定位不清晰;金融服务创新不足,缺乏市场竞争力;信贷支农仍是短板部分;风险防控压力较大,信贷流程亟需改进;“惠农通”量化效益不大;员工素质偏低,业务能力有待提升这六个方面。接下来通过对农行经营目标与农业生产适应性分析、农行商业化经营与农村信用环境矛盾性分析以及农行信贷制度、金融产品、人员聘用与农村金融市场需求对接分析,具体分析问题产生根源。最后对提升农行服务“三农”水平和能力给出针对性的对策建议,具体包括:强化农行服务“三农”的市场定位,明确县域重点扩户工作目标群体;加快农行“三农”产品创新,对接农村金融市场需求,提高市场竞争力,制定“三农”客户准入新标准,实施差异化信贷转授权;健全县域支行风险管控组织体系,强化县域支行及以下机构基础管理,坚守“三农”业务风险底线,保障银行经济效益和社会效益双实现;优化农行信贷支农业务服务,推进农户贷款转型,精化强化县域小微企业信贷,深化农业产业链式服务,切实解决农村急需融资难题;在“惠农通”工程上提质增量,全面提升“惠农通”服务点有效率和惠农卡的综合收益水平,提高“惠农通”的知名度和惠及面;深化“三农”金融事业部改革,加大“三农”人力资源配置力度,完善“三农”绩效考评机制,强化县域员工队伍建设,为农户提供更好、更适合的金融服务。
[Abstract]:The "three rural areas", the overall initiative, to solve the "three rural issues" has been the top priority of national security. Agricultural Bank of China, as a large state-owned commercial bank, is committed to providing financial services for the development of rural agriculture. In recent years, the rural economy of L province has developed rapidly, which is closely related to the development of agricultural bank L branch's efforts to promote the work of serving agriculture, rural areas and farmers, and its service work of agriculture, rural areas and farmers is of representativeness and research significance. Based on the theory of market failure, institutional change, transaction cost and information asymmetry, this paper adopts the scientific method of combining data analysis with empirical analysis, and takes market failure theory, institutional change theory, transaction cost theory and information asymmetry theory as the theoretical basis. Based on the research on the present situation of agricultural bank L branch serving the work of "agriculture, countryside and farmers", this paper finds out the problems existing in the work of "agriculture, countryside and farmers" and analyzes the reasons, in order to provide reference and suggestions for improving the service of agricultural bank L branch to the work of "agriculture, countryside and farmers". This paper first introduces the status and achievements of Agricultural Bank of China (ABC) L Branch in serving agriculture, rural areas and farmers. At present, the atmosphere of agricultural bank L branch serving "agriculture, countryside and farmers" has been formed, the amount of assets of Agricultural Bank has been greatly increased, the line of credit supporting agriculture has been further clarified, and the ability of rural basic financial service has been further strengthened. The Agricultural Bank of China (AgBank) has a positive effect on the increase of agricultural GDP and the increase of per capita net income of farmers in L province by increasing the amount of loans for agriculture year by year. Then through the analysis of the current situation to find out the existing problems, including: the county customer base is weak, market positioning is not clear; financial service innovation is insufficient, lack of market competitiveness; credit support agriculture is still a short board part; The risk prevention and control pressure is great, the credit flow needs to be improved urgently, the benefit of Nongtong is not enough, the quality of the staff is on the low side, and the business ability needs to be improved. Then, through the analysis of ABC's management objectives and adaptability of agricultural production, the contradiction analysis of ABC's commercial operation and rural credit environment, and the analysis of ABC's credit system, financial products, personnel employment and rural financial market demand, Specific analysis of the root causes of the problem. Finally, the paper gives some countermeasures and suggestions to improve the level and ability of Agricultural Bank of China (ABC) service, including: strengthening the market orientation of Agricultural Bank of China's service to agriculture, rural areas and farmers, and defining the target groups of key household expansion at county level; Accelerate Agricultural Bank of China's "three rural" product innovation, connect the rural financial market demand, improve the market competitiveness, formulate the "three rural" customer access standards, the implementation of differentiated credit transfer authorization; Perfect the risk management and control organization system of county branch, strengthen the basic management of county branch and below, stick to the bottom line of "three rural" business risk, guarantee the double realization of economic and social benefits of bank; Optimize the agricultural bank's credit service to support agriculture, promote the transformation of farmers' loans, strengthen the county small and micro enterprise credit, deepen the agricultural industry chain service, and solve the urgent financing problem in rural areas. Raise the quality increment in the project of "Huinong Tong", improve the efficiency of the service point of "Huinongtong" and the comprehensive income level of the Huinong card, and raise the popularity and benefit area of "Huinong Tong"; We should deepen the reform of the financial department of agriculture, rural areas and farmers, strengthen the allocation of human resources for agriculture, rural areas and farmers, perfect the performance appraisal mechanism of "agriculture, rural areas and farmers", strengthen the construction of county staff, and provide better and more suitable financial services for farmers.
