天津市社区医疗机构卫生技术人员分布公平性研究

【摘要】：目的探讨洛伦兹曲线和基尼系数对社区医疗机构卫生技术人员分布公平性评价的效果,为社区卫生资源合理分配提供实践依据。方法 2011年1—12月利用天津市及全国的卫生统计资料,研究天津市社区医疗机构卫生技术人员配置现状,采用洛伦茨曲线和基尼系数测量社区医疗机构卫生技术人员按人口和地理分布的公平性。结果天津市社区医疗机构卫生技术人员按地理分布的洛伦兹曲线较按人口分布的洛伦兹曲线明显偏离绝对公平线,二者基尼系数分别为0.41和0.13。结论社区医疗机构卫生技术人员按人口分布的公平性优于按地理分布的公平性,政府在制定卫生政策时应综合考虑地域因素,在卫生人力资源总体不足的情况下,需通过制度创新优化配置,达到卫生系统效率最优化。
[Abstract]:Objective to explore the effect of Lorenz curve and Gini coefficient on the fairness of distribution of health technicians in community medical institutions and to provide practical basis for rational allocation of community health resources. Methods from January to December 2011, using the health statistics data of Tianjin and the whole country, the present situation of health technical personnel allocation in community medical institutions in Tianjin was studied. The Lorenz curve and Gini coefficient were used to measure the fairness of population and geographical distribution of health technicians in community medical institutions. Results the Lorenz curve of health technicians in Tianjin community medical institutions deviated from the absolute fair line obviously compared with that of population distribution. The Gini coefficients of the two curves were 0.41 and 0.13 respectively. Conclusion the distribution of health technicians in community medical institutions by population is better than that by geographical distribution. The government should take into account the regional factors when making health policy. It is necessary to optimize the efficiency of health system through system innovation and optimization.
