高校人力资源管理机制创新问题研究

【摘要】:人力资源的竞争是知识经济时代最为突出的特征,人力资源是经济发展的主要因素,也是高校发展的主要资源,尤其是在高等教育日益面向市场的条件下,高校之间的竞争愈来愈激烈。高校之间的竞争表现为人才的竞争,高校的发展取决于其人力资源的素质和活力。高等学校是我国科教兴国发展战略的前沿阵地和国家创新体系的动力源。知识经济时代的到来对我国高等教育提出了新的要求,也全面影响着以教师队伍建设为主要内容的高校人力资源管理机制,传统的高校人事管理机制已不能适应当前社会的发展。高校要想在市场经济与知识经济的大潮中生存、发展,就必须进行人力资源管理机制的创新。 本论文注重了学术和实际的结合,针对目前国内的人力资源管理研究主要集中在工商企业之中,而高校的人力资源管理的研究较少的现状,将人力资源管理的思想与理论引入到高校人力资源管理之中,丰富了现代人力资源开发与管理的研究领域。同时紧密联系我国高校人力资源管理的现状进行了实证分析,通过对西安科技大学人力资源及其管理机制现状的调查研究,结合高校人力资源管理的有益探索,在此基础上提出了要建立科学合理的人力资源配置机制以及完善和强化有效的激励机制,这正是本文的结论所在。因此,研究和分析具有一定的针对性和务实性,对实际工作具有相应的指导意义,对于优化高校人力资源,提升高校人力资源开发与管理的水平,进一步深化高校内部体制改革具有一定的实践意义。
[Abstract]:The competition of human resources is the most prominent feature in the era of knowledge economy. Human resource is the main factor of economic development and the main resource of the development of colleges and universities, especially under the condition that higher education is facing the market day by day. Competition between colleges and universities is becoming more and more intense. The competition between colleges and universities is the competition of talents. The development of universities depends on the quality and vitality of their human resources. Colleges and universities are the forward position of the development strategy of rejuvenating the country through science and education and the power source of the national innovation system. The arrival of the era of knowledge economy has put forward new requirements for higher education in our country, and has also affected the human resources management mechanism of colleges and universities, which is mainly concerned with the construction of teachers. The traditional personnel management mechanism in colleges and universities has been unable to adapt to the current social development. In order to survive and develop in the tide of market economy and knowledge economy, colleges and universities must innovate the management mechanism of human resources. This paper focuses on the combination of academic and practical, aiming at the present situation that the research on human resource management in China is mainly concentrated in the industrial and commercial enterprises, but the research on human resources management in colleges and universities is less. The idea and theory of human resource management are introduced into the university human resource management, which enriches the research field of modern human resource development and management. At the same time, it makes an empirical analysis on the current situation of human resources management in colleges and universities in our country. Through the investigation and research on the present situation of human resources and its management mechanism in Xi'an University of Science and Technology, it combines the beneficial exploration of human resources management in colleges and universities. On this basis, it is proposed to establish a scientific and reasonable human resource allocation mechanism and to improve and strengthen effective incentive mechanism, which is exactly the conclusion of this paper. Therefore, the research and analysis has certain pertinence and practicality, has the corresponding guidance significance to the actual work, to optimize the university human resources, enhances the university human resources development and the management level, Further deepening the reform of the internal system of colleges and universities has certain practical significance.
