基层靠什么留住人才

【摘要】:随着国家一系列鼓励大学生下基层政策的深入展开,我国大学生下基层取得重要进展,"下得去"的格局已经初具雏形。然而,基层就业保障制度还不完善,还存在"留不住""干不好""流不动"等问题,应全方位实施人才激励制度,营造良好工作氛围,畅通流动渠道,落实好大学生下基层政策,用好用活人才。
[Abstract]:With the development of a series of national policies to encourage college students to lower the grass-roots level, the basic level of the university students has made important progress, and the pattern of the "to go down" has been in the form of the first. However, the basic-level employment security system is not perfect, and there are problems such as bad "can't hold on" and bad "immobility". The system should be implemented in an all-round way, to create a good working atmosphere, to smooth the flow channel, to implement the policy of the lower-level of the college students, and to use the good-living talents.
