哈佛大学章程研究

【摘要】:大学章程之所以被称之为“大学宪法”,一方面在于它对大学发展具有重要作用,另一方面在于它比较详细的包括了大学的办学目标,大学中各个机构的责任与义务和大学的内外部管理体制等具体内容。美国高等教育事业发展历史悠久,各高等院校在发展过程中逐渐形成了完备的组织机构和管理体系,各高校的章程文本建设也相对完备。哈佛大学作为世界高等教育的典范,其大学章程几经完善,章程文本内容既与时代接轨,又注重结合本校实际,已逐渐适应哈佛大学的内外部治理模式。因此,我国诸多学者也曾致力于对哈佛大学的研究,并且结合我国各高校的发展现状和特点,借鉴哈佛大学发展过程中的成功经验,希望对推动现代大学建设,建立现代大学制度有所帮助。综合我国学者对哈佛大学的研究成果,集中体现在对哈佛大学的办学理念、通识教育改革以及课程改革等几个方面的研究。针对我国的高校章程建设,《国家中长期教育改革和发展规划纲要(2010——2020年)》对此提出了更高的要求,我国教育部也敦促各高校积极建立大学章程文本。到2015年6月30日,教育部对全国112所“211”高校的章程都予以核准,并且陆续公布实施,这在一定程度上反映了我国大学章程建设的成效。建设大学章程,丰富其文本内容,对于加快学术自治,建立具有中国特色的现代化大学,进而构建现代大学制度具有重要作用。文章主要由五章组成:第一章是绪论部分,这部分主要涉及选题的背景、研究目的与意义、研究思路与方法、相关概念辨析等,同时还从国内国外两个层面就大学章程、美国大学章程和哈佛大学章程几个方面进行相关文献综述:第二章简要概括了哈佛大学章程的发展背景和发展历程;第三章主要从哈佛大学章程的结构、内容和体现出的办学理念三个方面对哈佛大学章程进行了文本分析,并总结了其特点;第四章内容主要是对哈佛大学章程价值的探讨:包括何谓大学章程的价值;如何选择大学章程的价值目标;哈佛大学章程对学校本身、对高等教育以及对社会所发挥的价值与作用;第五章中,通过前面几章对哈佛大学章程特点的分析和对其作用的总结,充分考虑我国各高校章程发展的实际情况,为我国的大学章程建设提出了几点启示。此外,通过分析我国大学章程的现状以及当前大学章程建设中存在的问题,论述了我国大学章程的未来走向。
[Abstract]:The charter of a university is called "the Constitution of the University". On the one hand, it plays an important role in the development of the university; on the other hand, it includes in more detail the objectives of running a university. The responsibility and obligation of each institution in the university and the internal and external management system of the university and so on. American higher education has a long history of development. In the process of development, colleges and universities have gradually formed a complete organization and management system, and the constitution text construction of each university is relatively complete. As a model of higher education in the world, Harvard University's charter has been improved several times. The text of the charter is in line with the times, and it pays attention to the reality of the university, which has gradually adapted to the internal and external governance mode of Harvard University. Therefore, many scholars in our country have also devoted themselves to the research of Harvard University, and combined with the current situation and characteristics of the development of various universities in our country, and draw lessons from the successful experience of Harvard University in the process of development, hoping to promote the construction of modern universities. It helps to establish a modern university system. The research results of Chinese scholars on Harvard University are mainly reflected in the following aspects: the idea of running a school, the reform of general education and the reform of curriculum, etc. In view of the constitution construction of colleges and universities in China, the outline of the National medium and long term Education Reform and Development Plan 2010--2020 puts forward higher requirements for this. The Ministry of Education of our country also urges colleges and universities to actively establish the text of the university charter. By June 30, 2015, the Ministry of Education has approved the statutes of 112 "211" colleges and universities in China, and has published and implemented them one after another, which to some extent reflects the effectiveness of the university charter construction in China. The construction of the university charter and the enrichment of its text content play an important role in speeding up academic autonomy, establishing the modern university with Chinese characteristics, and then constructing the modern university system. The article is composed of five chapters: the first chapter is the introduction part, which mainly involves the background, research purpose and significance, research ideas and methods, related concepts, and so on. At the same time, it also discusses the university charter from two aspects, at home and abroad. Chapter two briefly summarizes the background and course of the development of the charter of Harvard University, the third chapter is mainly from the structure of the charter of Harvard University, the second chapter is a brief summary of the development background of the charter of Harvard University and the history of the development of the charter of Harvard University. Chapter four mainly discusses the value of the charter of Harvard University, including what is the value of the charter of the university, and summarizes the characteristics of the charter of Harvard University from three aspects: the content and the idea of running a school. The fourth chapter mainly discusses the value of the charter of Harvard University: what is the value of the charter of Harvard University? How to choose the value goal of the university charter; the value and function of the constitution of Harvard university to the school itself, to higher education and to the society. Through the analysis of the characteristics of the charter of Harvard University and the summary of its function in the previous chapters, this paper fully considers the actual situation of the development of the charter of each university in our country, and puts forward some enlightenments for the construction of the charter of the university of our country. In addition, by analyzing the current situation of the university charter and the problems existing in the construction of the university charter, this paper discusses the future trend of the university charter in our country.
