《“放管服”意见》下的普通本科院校二级学院治理探讨

【摘要】：以《关于深化高等教育领域简政放权放管结合优化服务改革的若干意见》精神为指引,普通本科院校二级学院治理同样需要简政放权、放管结合和优化服务,使其从被治理走向适度自主治理,从名义上的"独立"主体走向实质上的"治学"主体。治学权及与之高度相关的权力,属于普通本科院校二级学院的界内事;不该负责和不擅长的,属于普通本科院校二级学院的界外事;与治学权高利害相关、比较重要和不宜由普通本科院校二级学院单独持有的,则属于应合理分权的交界事。普通本科院校对二级学院应该做到真放真管真服务,普通本科院校二级学院则应该规范作为、积极作为和理性作为。
[Abstract]:Guided by the spirit of "some opinions on the Reform of deepening the Reform of decentralization, Administration, Management and Optimization of Service in the Field of higher Education", the administration of secondary colleges in ordinary colleges and universities also needs to simplify and decentralize power, combine administration with management, and optimize services. To make it from being governed to moderate independent governance, from the nominal "independent" subject to the substantive "academic" subject. The right to study and its highly relevant powers fall within the boundaries of the secondary colleges of ordinary undergraduate colleges; those that should not be responsible or not good belong to the outside affairs of the secondary colleges of ordinary undergraduate colleges; and they are of great interest to the right to study. What is more important and unsuitable to be held by ordinary colleges and universities belongs to the rational separation of powers. Ordinary colleges and universities should serve the second level colleges, while ordinary colleges and universities should regulate, actively act and act rationally.
