中国高等教育政策工具选择的嵌入性研究——一个解释性分析框架

【摘要】：政策工具选择作为提升政策执行绩效的知识而变得日益重要。中国高等教育的跨越式发展离不开政策工具的有效选择。在政策网络分析的基础上,提出了"关系"和"制度"双重嵌入性分析框架来对改革开放以来中国高等教育政策工具选择进行解释。结果发现,中国高等教育强制性工具为主、其他多元化工具为辅的政策工具选择结果,是在国家发展战略、治理方式、政策执行机制所构成的制度背景中,由政策网络的规模、边界、连接性、凝聚性、权力关系、行动者策略等网络特征所决定的。
[Abstract]:Policy tool selection is becoming increasingly important as knowledge to improve policy implementation performance. The leapfrog development of higher education in China can not be separated from the effective choice of policy tools. Based on the analysis of policy network, this paper puts forward the "relationship" and "system" embedded analysis framework to explain the choice of higher education policy tools in China since the reform and opening up. The results show that the choice of policy tools based on compulsory tools of higher education in China, supplemented by other diversified tools, is based on the scale of policy network in the institutional background of national development strategy, governance mode and policy implementation mechanism. Boundary, connectivity, cohesion, power relationship, actor strategy and other network characteristics.
