【摘要】:自1998年房改,我国开放房地产市场以来,随着居民购房意愿和购房能力的增强,各地的房价也水涨船高,近几年,商品房价格更是以“大跃进”式的速度上涨,很多城市的居民已经无法承受当地商品房的价格,举全家之力,甚至几代人之力去购买一套房,这样的现象也使得社会的和谐稳定受到了一定的影响。当房价节节攀高,逐渐压迫人们的承受极限时,人们总是会把目光投向政府,希望政府能够在对房屋价格的调控上发挥积极作用,“控制”甚至是“打压”房价上涨,然而,直观的看来,从以往数次调控的效果来看,调控政策并没有达到预期的效果,甚至有时候会出现反效果,出台了意在抑制房价上涨过快的政策之后,反而会出现房价的大幅上涨,人民叫苦不迭。因此,对政府的房地产宏观调控政策进行研究,从政策能否调节和引导市场的供需关系,减少市场上非均衡程度方面对其有效性进行评估,可以明晰我国房地产市场走势和宏观政策之间的关系,同时期望能够为政府制定有效政策提供一定依据。
[Abstract]:Since 1998 housing reform, our country opens the real estate market, along with the residents purchase the house will and the purchase ability enhancement, the local house price also rises in recent years. Commercial housing prices are rising at the rate of "Great Leap forward". Many urban residents have been unable to afford the prices of local commercial housing, raising the strength of the whole family, or even several generations of people to buy a house. Such a phenomenon also makes the social harmony and stability by a certain impact. When the price of housing is rising gradually oppressing people to bear the limit people will always look to the government. Hope that the government can play an active role in the regulation of housing prices, "control" or even "suppress" the rise of house prices, however, intuitively, from the previous several times of the effect of regulation and control. Regulation and control policies did not achieve the desired results, and sometimes even counterproductive, the introduction of the policy to curb the rapid rise in house prices, but will appear a sharp rise in house prices, the people complain. This paper studies the government's real estate macro-control policy and evaluates its effectiveness from the aspects of whether the policy can adjust and guide the supply and demand relationship of the market and reduce the degree of disequilibrium in the market. It can clarify the relationship between the trend of real estate market and macro policy in our country and hope to provide some basis for the government to formulate effective policies at the same time.
