武汉市土地储备的成本收益分析

【摘要】:由于城市发展的需要,武汉市在2000年左右开始探索实施土地储备制度,至今已经在土地储备方面实践10多年时间,这其中也走过不少的弯路,但是也取得了不斐的成绩。由于武汉城区面积较大,市辖区有13个,正式土地储备制度在武汉市的推行,才保证了武汉市建设用地合理分配,资源得到了最优的配置。当前武汉经济高速增长,城市建设稳步推进,武汉市也在深化土地使用制度改革,为进一步构建和完善土地储备制度进行了积极探索和有益尝试,根据现实发展需求提出新的发展思路,开辟了新的发展道路。 武汉市土地储备制度实行之后,迎来了一轮房价和地价上升的大潮,虽然房价上升和地价上升不能完全代表土地和房地产市场的繁荣,也可能产生泡沫,但是也可以看出土地储备对我国宏观经济市场的促进作用。因此作者以此为立脚点,讨论武汉市土地储备与宏观经济指数之间的相互影响关系。本文研究武汉市土地储备的成本和收益,阅读了大量国内外专家在土地储备成本控制和收益计提方面的研究学说以土地储备的相关理论为基础之,研究土地储备与宏观经济之间的互相作用。 本文首先解释土地储备的相关概念,运作模式,国内代表城市的运作流程。从土地的计划管理、土地储备资金的管理,土地储备收益的来源、土地的征收以、土地的收储方式及其出让方式这些方面来分别阐述。通过分析国内典型的土地储备运作模式与武汉市土地储备运作模式进行比较,并对武汉市土地储备提出自己的看法和建议。运用计量经济学相关理论,选取宏观经济指标,建立VAR模型对武汉市土地储备成本与收益的影响因子进行系统地、科学地、全方位的阐述和论证,为现行土地储备制度从经济学领域做数据论证和理论说明。
[Abstract]:Due to the need of urban development, Wuhan began to explore the implementation of land reserve system around 2000, and has been in practice in land reserve for more than 10 years, which has also gone through a lot of detours. However, it has also made great achievements. Due to the large area of Wuhan urban area, there are 13 municipal districts, the implementation of the formal land reserve system in Wuhan City, to ensure the rational allocation of construction land in Wuhan. At present, Wuhan's economy is growing at a high speed, the construction of the city is advancing steadily, and Wuhan is deepening the reform of the land use system. In order to further construct and perfect the land reserve system, this paper makes a positive exploration and beneficial attempt, puts forward new development ideas according to the actual development needs, and opens up a new way of development. After the implementation of Wuhan land reserve system, a round of housing prices and land prices rose, although the rise of house prices and land prices can not fully represent the prosperity of land and real estate markets, may also produce bubbles. However, it can also be seen that the role of land reserve to promote the macroeconomic market in China, so the author takes this as the foothold. This paper discusses the relationship between land reserve and macroeconomic index in Wuhan. This paper studies the cost and benefit of land reserve in Wuhan. Based on the relevant theories of land reserve, this paper studies the interaction between land reserve and macro-economy, which is based on a large number of domestic and foreign experts' theories on land reserve cost control and income accounting. This paper first explains the related concepts of land reserve, operation model, domestic representative city operation process. From the land planning management, land reserve fund management, land reserve income source, land expropriation. Through the analysis of the typical land reserve operation mode and Wuhan land reserve operation mode, this paper compares the land reserve operation mode of Wuhan city. And put forward their own views and suggestions on Wuhan land reserve. Using econometrics related theory, select macroeconomic indicators. Establish VAR model to the Wuhan City land reserve cost and income factors of systematic, scientific, all-directional elaboration and demonstration. For the current land reserve system from the field of economic data demonstration and theoretical explanation.
