房地产企业项目群物资采购管理模式研究

【摘要】：近年来中国的房地产行业蓬勃发展，建筑市场的竞争也日趋激烈，工程物资的采购环节逐渐成为了各方利益寻租的载体，房地产企业在项目群环境下的物资采购管理面临着越来越严峻的形式。基于此，本文提出了适用于房地产企业项目群物资采购管理的模式，以及对该模式的可行性和实施效果进行分析和评价的方法。在文献分析的基础上，本文首先从传统和现行的物资采购模式分析入手，并结合实践经验，提出了以业主方作为采购管理的主导组织，并以集中采购模式为主，第三方物流采购（TPL）模式和准时采购模式（JIT）为辅的项目群物资采购管理模式。同时，，本文分别利用层次分析法和线性规划模型，建立了与该采购模式相配套的，用于对各种工程物资集中采购方式的可行性进行分析和对集中采购的实施效果进行评价的方法。本文随后结合了某项目群电梯设备集中采购案例对这两套方法进行了实证研究。最后给出了本文对房地产企业项目群物资采购管理模式研究的总结和展望。本文的创新点在于提出了利用层次分析法和线性规划模型对集中采购的可行性进行分析和实施效果进行评价的方法。层次分析法能够较为系统、全面地结合主观和客观方面的因素对集中采购模式的可行性进行评价分析。线性规划模型分析法的基础数据来源客观，适用于以采购成本管理为导向的决策者对拟进行集中采购物资的采购成本管理效果进行量化分析，便于管理者结合企业自身和市场的条件更有针对性地制定集中采购策略。
[Abstract]:In recent years, the real estate industry in China is booming and the competition in the construction market is becoming increasingly fierce. The procurement of engineering materials has gradually become the carrier of rent-seeking. The material purchasing management of real estate enterprises in the project group environment is facing more and more severe forms. Based on this, this paper puts forward a model suitable for the real estate enterprise project group material procurement management. And the feasibility of the model and the implementation of the analysis and evaluation methods. Based on the literature analysis, this paper first from the traditional and the current material procurement model analysis, and combined with practical experience. The author puts forward that the owner is the leading organization of purchasing management, and the centralized purchasing mode is the main one. TPL model and JIT-aided project group material purchasing management model. At the same time, this paper uses AHP and linear programming model respectively. Set up to match the procurement model. It is used to analyze the feasibility of all kinds of centralized procurement of engineering materials and evaluate the effect of centralized procurement. Then this paper combines the case of centralized purchasing of elevator equipment in a certain project to introduce the two methods. Finally, the paper gives the summary and prospect of the material purchasing management model of real estate enterprise project group. The innovation of this paper lies in the use of analytic hierarchy process and linear programming model to centralized procurement. The feasibility of the analysis and implementation of the evaluation method. Analytic hierarchy process can be more systematic. Comprehensive combination of subjective and objective factors to evaluate the feasibility of centralized procurement model. Linear programming model analysis of the basic data sources are objective. It is suitable for the decision makers who take the purchasing cost management as the direction to analyze quantitatively the effect of purchasing cost management of the materials to be purchased centrally. It is convenient for managers to formulate centralized purchasing strategy in combination with the conditions of the enterprise and the market.
