【摘要】:随着国家对房地产市场宏观调控政策的进一步趋紧,市场竞争也日趋激烈,房地产项目尤其是住宅项目的利润空间逐步被压缩,客观上提高了开发商对项目造价控制的重视程度。实施科学、合理的造价控制是降低开发成本、提高项目受益能力的最有效途径之一。全过程造价控制理论能够有效的对项目的建设全过程中各个阶段的造价进行全面的控制,确保将项目的造价控制在设定的限额内。 论文针对哈尔滨市X小区建设项目的造价控制的特点和面临的问题,构建了项目全过程造价控制体系,制定了项目各建设阶段造价控制的具体措施。依据项目造价控制的实际需要,,详细研究了项目各阶段造价控制的主要内容和目标,以及造价控制的关键点和影响因素,为项目全过程造价控制的实施奠定了基础。通过项目造价控制相关理论方法和技术工具的使用对X小区建设项目的造价进行有效的控制,充分利用并节约项目建设资源,确保项目造价目标的实现。 同时为保障X小区建设项目造价控制工作的有效开展,论文建立了项目全过程造价控制的保障措施,通过加强培训、引进人才、完善机制、提高理论和技术水平,从人员、制度和技术等层面支持项目造价工作的顺利进行。从而确保项目造价控制总体目标的实现,提高项目的收益能力,增强项目核心竞争力,最大程度实现项目的建设目标。
[Abstract]:With the further tightening of the national macro-control policy on the real estate market, the market competition is becoming increasingly fierce, and the profit space of real estate projects, especially residential projects, is gradually compressed. Objectively, it has increased the importance that developers attach to project cost control. Scientific and reasonable cost control is to reduce the development cost. One of the most effective ways to improve the benefit ability of the project. The whole process cost control theory can effectively control the cost in all stages of the project construction, and ensure that the cost of the project is controlled within the set limit. In view of the characteristics and problems of cost control of the construction project of X district in Harbin, this paper constructs the cost control system of the whole process of the project. According to the actual needs of project cost control, the main contents and objectives of the cost control in each stage of the project are studied in detail, and the key points and influencing factors of the cost control are also discussed. It lays a foundation for the implementation of cost control in the whole process of the project. Through the use of relevant theories, methods and technical tools of project cost control, the cost of the construction project in area X is effectively controlled, and the construction resources of the project are fully utilized and saved. Ensure the realization of project cost target. At the same time, in order to ensure the effective development of the cost control work of the construction project in area X, the paper establishes the safeguard measures of the cost control in the whole process of the project, through strengthening the training, introducing the talented person, perfecting the mechanism, improving the theory and technology level, from the personnel, In order to ensure the realization of the overall goal of project cost control, improve the earning ability of the project, enhance the core competitiveness of the project, and realize the construction goal of the project to the maximum extent, the system and technology support the smooth progress of the project cost work.
