潍坊市法院执行案件管理系统的设计与实现

【摘要】:近年来,人民法院“执行难”问题日益严重,被执行人难找,被执行财产难寻,协助执行人难求,应执行财产难动等问题普遍存在,抗拒、阻碍、干预执行的情况时有发生,解决“执行难”问题迫在眉睫,已成为各级审判机关、行政机关、权力机关等社会各方面的当务之急。潍坊市人民法院决定开发一套新的执行案件管理系统,通过该系统加强人民法院对执行工作的管理,加大威慑信息发布和反馈力度,以切实推进执行威慑体系的建立,为解决执行难问题提供有效的解决途径。 本文采用UML建模语言,利用用例图、类图、时序图、活动图等方式描述了潍坊市执行案件管理系统的设计与实现过程。首先给出了系统开发背景,然后进行了需求获取,并采用用例分析方式和用例图描述了系统功能需求,将系统功能划分为六个需求模块:案件信息管理、信息查询、统计报表、预警信息、信息交流和系统管理。设计了系统架构和程序结构,并采用类图和时序图等方式描述了系统功能详细设计,给出了系统数据库表结构,实现系统功能界面,并采用活动图对部分功能实现过程进行了描述,给出了系统部分功能实现代码,最后对系统进行了整体测试,整体实现了执行案件信息管理系统。 系统采用B/S结构模式,选用基于J2EE多层架构的Struts+Spring+Hibernate的集成框架设计开发,不仅实现了视图、控制器与模型的彻底分离,而且还实现了业务逻辑层与持久层的分离。采用SQLServer2008数据库管理器进行数据存储,系统实现了案件信息管理、信息查询、统计报表、预警信息、信息交流和系统管理等功能模块,为潍坊市执行案件信息管理提供一个电子平台。 建立法院执行案件管理系统暨执行威慑机制,是解决执行难问题的重要出路,是解决执行难问题的一项治本之策。潍坊市法院执行案件管理系统暨执行威慑机制,即是把全市各级法院每年执行案件从立案到终结的每一个步骤、程序、措施都及时录入到潍坊市执行案件管理系统的数据库中。以此系统提供的及时、准确、全面的权威执行案件信息为基石,借助与工商登记、房地产管理、出入境管理、车辆管理等建立的信息共享与措施联动机制,与人民银行的征信信息数据库系统链接,最终形成一种执行威慑机制。有利于执行工作的科学决策,有利于加强对执行工作的监督,有利于执行的公开和公正,有利于提高执行工作的公信力。
[Abstract]:In recent years, the people's court has become increasingly serious about the problem of "difficult execution", such problems as the difficulty in finding the executor, the difficulty in finding the property to be executed, the difficulty in obtaining assistance to the executor, and the difficulty in carrying out the execution, and in resisting, obstructing, and interfering in the execution, etc., from time to time.It is urgent to solve the problem of "difficult execution", which has become an urgent matter in all aspects of society, such as judicial organs, administrative organs, power organs and so on.The Weifang Municipal people's Court has decided to develop a new execution case management system, through which it will strengthen the people's court's management of the execution work, increase the deterrent information dissemination and feedback, so as to effectively promote the establishment of the executive deterrence system.To provide an effective solution to the implementation of difficult problems.In this paper, UML modeling language is used to describe the design and implementation of Weifang execution case management system by use case diagram, class diagram, timing diagram, activity diagram and so on.First, the background of system development is given, then the requirement is obtained, and the functional requirements of the system are described by use case analysis and use case diagram. The system function is divided into six modules: case information management, information query, statistical report.Early warning information, information exchange and system management.The system architecture and program structure are designed, and the detailed design of the system function is described by class diagram and sequence diagram. The database table structure of the system is given, and the system function interface is realized.The implementation process of some functions is described by the activity diagram, and the code of some functions of the system is given. Finally, the system is tested as a whole, and the execution case information management system is implemented as a whole.The system adopts the B / S structure pattern and the integrated framework of Struts Spring Hibernate based on J2EE multi-tier architecture. It not only realizes the complete separation of view, controller and model, but also realizes the separation of business logic layer and persistence layer.Using SQLServer2008 database manager to store data, the system realizes the function modules of case information management, information query, statistical report, early warning information, information exchange and system management, etc.Weifang City for the implementation of case information management to provide an electronic platform.The establishment of court execution case management system and enforcement deterrence mechanism is an important way to solve the problem of enforcement difficulties, is a solution to the implementation of the problem of a permanent solution.Weifang court execution case management system and execution deterrence mechanism, that is, every step, procedure and measure that the court of all levels of the city carries out the case from filing to the end every year are entered into the database of Weifang execution case management system in time.This system provides timely, accurate and comprehensive authoritative execution case information as the cornerstone, with the help of information sharing and measures linkage mechanism established with industrial and commercial registration, real estate management, entry and exit management, vehicle management, etc.Linked to the credit information database system of the people's Bank of China, an executive deterrence mechanism was finally formed.It is beneficial to the scientific decision-making of the implementation, to strengthening the supervision of the implementation, to the openness and impartiality of the implementation, and to the enhancement of the credibility of the implementation.
