征地房屋市场化补偿的优势与困境——基于上海的实践

【摘要】:正征地房屋补偿工作是保障被征地农民居住条件、维护被征地农民合法权益、确保征地工作顺利进行的重要前提,也是维护社会稳定,构建社会主义和谐社会的重要一环。随着社会经济和房地产市场的发展,上海市征地房屋补偿中原有的货币补偿标准与房地产市场价格差距越拉越大,"低进低出"的征地房屋补偿模式难以为继。在此情形下,为构建"房屋补偿标准市场化、安置房供应价格市场化、补偿方式选择多样化"的政策机制,上海部分区县开展了征地房屋补偿项目
[Abstract]:The house compensation for land requisition is an important prerequisite to protect the living conditions of the peasants who have been expropriated, to safeguard the legitimate rights and interests of the peasants who have been expropriated, to ensure the smooth progress of the land requisition, and to maintain social stability and build a harmonious socialist society. With the development of social economy and real estate market, the gap between the original monetary compensation standard and the real estate market price in Shanghai land requisition housing compensation is widening, and the compensation mode of "low entry and low output" is difficult to continue. In this case, in order to construct the policy mechanism of "marketization of housing compensation standard, marketization of housing supply price and diversification of compensation mode", some districts and counties in Shanghai have launched land requisition housing compensation projects.
