昆明市住房分类供应体系现状和对策研究

【摘要】:昆明市虽然经过几年的不断探索和发展,面向最低收入住房困难阶层提供廉租住房;面向低收入住房困难阶层提供公共租赁住房;面向中低收入住房困难阶层提供经济适用住房、限价商品房;面向中高收入阶层提供商品房的住房分类供应体系。但是,如何处理好房地产开发(市场行为)与保障性住房建设(行政行为)之间的关系,既实现依靠市场途径满足中等收入阶层住房需求,促进房地产市场平稳发展,又充分履行政府部门在住房保障方面的天职,对中低收入住房困难家庭实施有效救助,使得中低收入群体“住有所居”,通过市场供应和政府保障同步运行,建立满足各收入阶层住房需求的分类住房供应体系,确保各类收入阶层的住房需求得到有效满足,值得进一步深入研究。 此次开展的课题研究意在通过总结昆明2005年以来(因昆明市保障性住房建设开始于2005年)房地产市场发展和保障性住房建设发展现状,指出政府部门履行住房供应职能时存在的问题,提出依据个人收入状况、住房需求,建立住房分类供应体系,优化各收入阶层的住房供应结构,以满足不同收入阶层的多元化住房需求。本文通过整理、比较发达国家和地区建立住房分类供应体系经验和做法,对昆明市住房分类供应体系现状进行了实证分析,对区分各收入阶层具体情况,进一步建立完善住房分类供应体系进行规范分析,提出满足各收入阶层多元化住房需求的住房分类供应体系的设计原则,分类供应框架,各收入阶层住房供应类型、供应模式、内循环方式,以及措施建议。 本文对住房分类供应和对策措施进行了以下尝试。首先,将商品房和保障性住房纳入统一的住房供应体系加以考虑,不仅提出针对中等收入以下阶层提供不同类型保障性住房的设想,也同步考虑商品房市场供应与政府部门保障性住房建设的相互影响。其次,对目前保障性住房建设管理中存在的问题,提出有针对性的建议。最后,针对商品房与保障性住房,提出分类监管的设想。 但是,保障性住房小区物业管理方式,各阶层收入、住房状况统计,各阶层住房租售支付能力、分类住房供需分析,以及个人征信体系建立、管理等问题还有待进一步深入研究。
[Abstract]:Although Kunming has been exploring and developing for several years, it provides low-rent housing for the lowest income housing groups and public rental housing for low-income housing difficulties. It aims at providing affordable housing and limited price commercial housing for the poor middle and middle income groups, and a classified housing supply system for the middle and high income groups. However, how to deal with the relationship between real estate development (market behavior) and indemnificatory housing construction (administrative behavior), not only to meet the housing demand of middle income class by relying on the market approach, but also to promote the steady development of the real estate market. They have also fully fulfilled the natural duties of government departments in housing security, and effectively assisted low-income and middle-income families with housing difficulties, so that the low- and middle-income groups "live in their own homes" and operate synchronously through market supply and government security. It is worth further study to establish a classified housing supply system to meet the housing needs of all income groups to ensure that the housing needs of all income groups are effectively met. The purpose of this study is to sum up the development of real estate market and the development of affordable housing construction in Kunming since 2005 (when the construction of affordable housing in Kunming began in 2005). This paper points out the problems existing in the function of housing supply in government departments, and puts forward the establishment of housing classification supply system according to personal income and housing demand, so as to optimize the housing supply structure of all income groups. To meet the diverse housing needs of different income groups. Through sorting out and comparing the experience and practice of establishing housing classification supply system in developed countries and regions, this paper makes an empirical analysis on the current situation of housing classification supply system in Kunming, and makes a concrete analysis of the specific situation of different income groups. Further establish and perfect the housing classification supply system for normative analysis, put forward the design principles of housing classification supply system to meet the diversified housing demand of different income class, the classification supply framework, the housing supply type of each income class, the supply mode, Internal circulation and suggested measures. This article has carried on the following attempt to the housing classification supply and the countermeasure measure. First of all, the integration of commercial housing and affordable housing into the unified housing supply system is considered, and not only the idea of providing different types of affordable housing for the lower middle income groups is put forward. Also consider the commercial housing market supply and government housing construction of the mutual impact of indemnificatory. Secondly, the paper puts forward some suggestions on the problems existing in the construction and management of the indemnificatory housing. Finally, aiming at the commercial housing and the indemnificatory housing, the paper puts forward the idea of classified supervision. However, the property management mode, income of all strata, housing status statistics, housing rental and sale ability of each class, analysis of housing supply and demand classification, and establishment of personal credit system, Management and other issues need to be further studied.
