【摘要】：随着“一带一路”国家战略的提出和逐步落实,我国对外交流日趋密切,所涉及的法务活动也日趋频繁。地方性法规作为法律文本的一种,具有措辞严谨、风格正式、结构周密的特点。地方性法规的译本质量直接关乎到其本身能否被准确地理解或实施。本项目报告基于《江苏省绿色建筑发展条例》(以下简称“本条例”)英译项目,以《江苏省建筑节能管理办法》为补充文本。笔者以翻译目的论为理论指导,遵循其目的性法则、连贯性法则和忠实性法,对本条例进行英译。此项目报告着重从词汇和句法两个层面,总结了在英译过程中遇到的重难点,并在分析这些重难点产生的主要原因后,针对每个难点逐一提出了相应的翻译方法。在词汇方面,在翻译情态动词“应当/不得”时,应采用“shall/shallnot”;由于英汉两种语言对于动名词的使用偏好不同,因此在英译时,应注意动名词间的转换;在翻译模糊性词语时,可采用直译法、意译法或增/减译法。在句法方面,在处理“的”字结构的翻译时,通常可将其转换成“if/where/when”引导的条件句或时间状语从句;在翻译一些法律程序化的结构时,可根据需要灵活翻译;在处理长难句的翻译时,可采用拆分和合并法进行翻译。
[Abstract]:With the national strategy of "Belt and Road" being put forward and implemented step by step, our country's foreign exchange is becoming closer and closer, and the legal activities involved are becoming more and more frequent. As a legal text, local laws and regulations have the characteristics of strict wording, formal style and well-structured. The quality of local laws and regulations is directly related to whether they can be accurately understood or implemented. The project report is based on the "regulations on the Development of Green buildings of Jiangsu Province" (hereinafter referred to as "these regulations") and is supplemented by the "measures for the Administration of Building Energy Saving in Jiangsu Province". Under the guidance of Skopos theory, the author follows the Skopos, coherence and faithfulness rules to translate this Regulation into English. The project report focuses on lexical and syntactic aspects, summarizes the important difficulties encountered in the process of translation, and after analyzing the main causes of these difficulties, puts forward corresponding translation methods for each difficulty. In terms of vocabulary, "shall/shallnot" should be used when the modal verb "shall / not" is translated, and since the preference for gerund is different in English and Chinese, attention should be paid to the conversion between gerund and gerund in English translation. In the translation of fuzzy words, literal translation, free translation or addition / subtraction can be adopted. In the syntactic aspect, when dealing with the translation of the "if/where/when" structure, it can usually be transformed into a conditional sentence or a time adverbial clause guided by "if/where/when", and can be translated flexibly according to the need of translating some legal procedural structures. In dealing with the translation of long difficult sentences, we can use the method of split and merge to translate.
