提审口译员的中立性—广州海关缉私局口译实践报告

我国的提审口译仍处于初生阶段,目前相关的专业标准及职业操守准则尚未出台。虽然学界对于法律口译的整体关注度在上升,但关于提审口译的探讨仍然较少。作者分析了自身在为广州海关缉私局提供口译服务时偏离中立性这一职业道德准则的种种情况,从提审口译受到较多探讨的国家中汲取经验,并参考了这些国家中与提审口译员相关的职业操守准则,从而写成本报告。本报告探讨了中立性原则在提审口译中的重要性及缺乏经验的译员偏离中立性的不同方式。提审口译中口译的使用双方处于对立的态势,而提审口译具有一定法律效应,因此译者的中立性是至关重要的原则。然在实践中,未受训练的口译员因种种原因常常偏离出中立性。偏离的方式要么体现在口译员与提审双方的互动上,要么体现在口译员对于话语的翻译方式上。本报告从作者的两次口译实践中提取出诸多案例,详细分析了口译员偏离中立性的情况。最后报告对于提高提审口译员对于中立性原则的意识提出一定建议,而努力不仅仅在译员,也在警方乃至制定标准与规范的监管部门。
