【摘要】：政府工作报告是中华人民共和国政府的一种行政公文,各级政府必须在每年召开的当地人民代表大会会议和政治协商会议上向大会主席团、与会人大代表和政协委员提交这一报告。通过读政府工作报告可以对过去一年该地区的政府工作有一个大致的了解,对本年的政府工作安排有一个清晰的思路,对政府的自身建设坚定信心。长久以来,人们多关注于国务院每年所做的报告,而各省、市等下级政府的工作报告却未得到广泛关注。此外,生活在中国各地的外国友人对我国政府工作报告的兴趣也日益增长,因而,下级政府工作报告的英译工作就迫在眉睫以帮助外国友人更深入地了解中国。本次实践报告是在对2015年绵阳市政府工作报告所进行的一次模拟交替传译基础上撰写而成,旨在释意理论的指导下分析政府报告中的数字口译,长难句口译等常见口译问题以及探讨背景知识的掌握程度和口译人员心理素质对口译效果的影响。常见的翻译策略和技巧如直译、意译、拆译和合译法、语态转换等方法在翻译过程中也得以运用。重点解决了口译理论与实践的结合问题。本次实践的意义在于,一方面,笔者自己的口译能力也得到了锻炼;另一方面,此次的模拟实践可引起人们对下级政府报告英译工作的重视,吸引更多翻译人才参与到政府工作报告以及政治文体的翻译工作中。
