【摘要】：自古以来,我国既是一个传统的农业国家,也是一个典型的农耕社会,土地成为农民的生存依附资源。随着改革开放的深入,社会经济的发展,农村市场也表现其不俗的经济活力,而土地作为生产资料、增值资源是农村经济发展的重要要素之一。可以说,城镇化与土地之间的关系是相辅相成的,而农村城镇化的推进与农业生产现代化、规模化是通过土地流转嫁接实现的。土地作为生产资源,通过其流转在业主与农户之间、企业与集体之间、农业生产与农民生存考量之间,扮演着优化配置的角色。我国并不似西方国家城镇化选择的是工业化先行的路径,实事求是地根据我国人多地少、山地多平原少、人均耕地不平衡的因素,以现代农业化、工业化与城镇化统筹发展的城镇化路径选择。相对于区外经济发达地区以及城镇化比例高的沿海,西藏处于西南高原地带,气候环境恶劣、高原生态链脆弱等各方面因素的限制,具有气候、地理、生态等层面的典型考究。研究西藏城镇化与土地流转之间的关系,对提高高原农区的生活质量并推进城镇化的进程,具有重大的现实、理论意义。由于我国城镇化路径选择是城镇化、农业现代化、工业化并行,决定了作为生产资料的土地与城镇化的进程是息息相关的,两者之间相互作用的关系正逐步推进并实现着宏伟路径目标。目前,土地流转文献中以农村结构下的对策、方式等层面切入研究的资料较充足,而从农村地域界定的城镇化视域研究土地流转文献相比来说较缺乏,且以西藏高原地带的特殊地域为地理偏好研究农村土地流转的资料少之又少。本论文是带着弥补研究空白的目标开始撰写,共分为六章。第一章通过相关的理论界定、借鉴疏导国内外学者对土地流转的研究,从土地流转的时空维度、流转范围以及发育阶段等层面探讨土地流转的发展趋势,以历史研究法、实证研究发、资料收集与分析法,达成拉萨周边农区土地流转的长效机制,并阐明论文的创新与不足之处;第二章是以农用地、集体建设用地的流转制度结合当前形势下土地流转的背景进行总体梳理,为文中土地流转的制度效应埋伏笔;第三章通过对拉萨周边农区的典型村落--S村做维点分析,以相关数据、资料分析S村的土地流转得面对的现实困境;第四章从S村土地里转横向数据转移,对拉萨周边农区纵向切面的路径选择做探讨;第五章以高原生态、高原人力资源以及生产促进三个维度细化,并提出实现拉萨周边农区城镇化土地流转的长效机制,以统筹城镇化与土地流转协调发展的目标得以实现;第六章为研究结论。本文的特色之处是在传统的基础之上,尝试解决高原地带的拉萨周边农区如何统筹城镇化与土地流转的发展进程,提出高原生态、劳动力保障、生产促进等层面的土地流转长效机制,着实消减经济欠发达地域、生态脆弱地域的拉萨周边农区城镇化与土地流转之间的现实矛盾。
[Abstract]:Since ancient times, China is a traditional agricultural country, is a typical agricultural society, land resources become farmers survival dependent. With the deepening of reform and opening-up, the development of social economy, the rural market also showed its impressive economic vitality, and land as a means of production, the value of resources is one of the important factors in rural areas the development of economy. It can be said that the relationship between urbanization and land is complementary, while the rural urbanization and agricultural modernization, the scale is achieved. Through land transfer grafting of land as a production source, through the transfer between the owner and the farmers, between enterprises and between agricultural production and farmers' collective. Survival considerations, plays a role. Optimal allocation of our country does not like western countries, urbanization is the first choice of path of industrialization, realistically according to our country, mountain plain The original small, unbalanced factors of cultivated land per capita, to modern agriculture, selection of urbanization path of coordinated development of industrialization and urbanization. The study of the relationship between Tibet urbanization and land transfer, to improve the quality of life in rural areas of the plateau and promote the process of urbanization, is of great practical and theoretical significance. Because of China's urbanization path selection is urbanization, agricultural modernization, industrialization in parallel, as decided by the the means of production land and urbanization are closely related, the relationship between them is gradually advancing and realizing the grand goal of the path. The first chapter through the relevant theory, drawing on domestic and foreign scholars on the guidance of land circulation, from the space-time dimension of land circulation, circulation scope and development stages of development trend for exploration level of land circulation, to historical research, empirical research, data collection and analysis of long-term mechanism of land around Lhasa in a transfer, innovation and deficiencies and clarify the thesis; the second chapter is to agricultural land, the collective construction land circulation system with the current The background of the land circulation situation overall combing for the effect of land transfer system the third chapter through to ambush pen; around Lhasa in a typical village village --S analysis dimension, based on relevant data, data analysis S dilemma of village land circulation face; the fourth chapter to transverse data from S village land in the transfer, path selection of Lhasa agricultural areas surrounding on the longitudinal section; the fifth chapter in the plateau ecological, human resources and promote the production plateau three dimensions of refinement, and put forward the implementation of long-term mechanism of urbanization in Lhasa surrounding land, to co-ordinate the coordinated development of urbanization and land transfer target realization; the sixth chapter is the research conclusion. The feature of this thesis is on the basis of traditional development process, try to solve the surrounding agricultural area of Lhasa plateau area how to co-ordinate the urbanization and land transfer, the plateau health The long-term mechanism of land transfer, such as state, labor security and production promotion, can effectively reduce the real contradiction between urbanization and land circulation in the less developed areas and the surrounding areas of Lhasa.
