当前公务员职业道德建设的三个基本问题

【摘要】:当前形势下为什么要进行公务员职业道德建设、建设什么与如何建设等三个基本问题,值得进行比较系统的研究。从政治、经济与社会三个方面分析了公务员职业道德建设对于贯彻落实十八大六中全会精神、执政能力建设与效能提升的时代价值与意义;基于公务员服务对象的要求分析以及课题组的量化研究提出了公务员职业道德建设内容的7维度结构模型;基于理论研究、政府管理与实践探索的分析,认为当前国家公务员职业道德建设的路径选择包括法制、监督、教育、文化与制度管理等5大方面;特别指出了《关于推进公务员职业道德建设工程的意见》(以下简称《意见》)相对以往公务员职业道德建设途径与方法的创新点;最后,基于《意见》行为养成方法说明的不足提出了建立公务员职业道德的促进性评价模型及其价值分析,认为该模型将可能为《意见》的贯彻落实提供一种可行与有效的实操路径与方法。
[Abstract]:Under the current situation, why should we carry out the construction of civil servants' professional ethics, what to build and how to build, etc., which are worthy of more systematic study. From the perspective of politics, This paper analyzes the value and significance of the construction of civil servants' professional ethics for the implementation of the spirit of the sixth Plenary session of the 18th National Congress of the Communist Party of China, the construction of governing ability and the improvement of efficiency. Based on the requirement analysis of civil servant service object and the quantitative research of the subject group, this paper puts forward the 7 dimensional structure model of the civil servant professional ethics construction content, based on the theoretical research, the analysis of the government management and the practice exploration, The author thinks that the path choice of the construction of national civil servants' professional ethics includes five aspects: legal system, supervision, education, culture and system management. In particular, it points out the innovation points of "opinions on promoting the Construction of Civil servants' Professional Ethics" (hereinafter referred to as "opinions") compared with the previous ways and methods of civil servants' professional ethics construction. Based on the deficiency of the method of behavior formation, this paper puts forward the establishment of a facilitating evaluation model for the professional ethics of civil servants and its value analysis. It is considered that this model may provide a feasible and effective practical path and method for the implementation of "opinion".
