【摘要】:本文运用采购决策理论,对在不确定市场环境下影响原料采购及决策的主要因素进行系统分析、研究,通过实证分析,获得较高质量的采购被选方案和采购策略,旨在为企业提高采购决策质量,进而提高企业的经营水平。对xx公司当前大宗原料的采购的现状进行分析。首先宏观经济环境对采购影响的分析,依次从宏观经济形势、国内政策、资源环境、社会文化、技术环境等方面进行分析存在的问题。其次行业环境对大宗原料的采购影响的分析,分别对我国有色行业发展趋势、竞争对手进行分析存在的问题。然后对xx公司内部环境对采购影响的分析,依次对公司采购现状、市场调研及客户选择、采购控制、结算、供应商管理、人力资源环境分析、生产经营环境分析等方面进行了介绍并分析存在的问题。最终总结出xx公司在大宗原料采购中主要存在的问题是:大宗原料采购决策过程中,决策依据的采购计划合理性不足;在采购决策的过程中,决策的策略与市场的不匹配:采购研究中市场开发不到位;采购过程中,流程较长、效率不高;缺乏监督制约的机制;对供应商缺乏管理;采购人员专业素质欠缺;缺乏有效的沟通等。文章提出XX公司应建立大宗原料战略采购模式,实现战略性新型采购,同时加强采购决策与计划管理、完善电商网络采购管理信息系统、优化采购业务流程等措施进一步规范采购流程。同时应实现可以相互制约的管理制度,并实现有效监督。避免大宗原料采购时的私下操作和重大决策实物。强化采购人员的配置与管理,提升采购人员综合能力,做好各种沟通工作企业的采购工作,保障采购活动顺利、准确地开展。加大对供应商的考核管理力度,对供应商进行打分排序评级,做好采购绩效评估和应用,实现大宗原料的采购管理工作的优化加强。
[Abstract]:Based on the purchasing decision theory, this paper makes a systematic analysis and research on the main factors that affect the raw material purchasing and decision making under the uncertain market environment. Through the empirical analysis, we can obtain the high quality purchasing scheme and the purchasing strategy. The purpose of this paper is to improve the quality of purchasing decision for the enterprise, and then to improve the management level of the enterprise. This paper analyzes the current situation of the purchase of large amount of raw materials in xx Company. First, the influence of macroeconomic environment on procurement is analyzed, followed by the macroeconomic situation. Domestic policy, resource environment, social culture, technical environment and other aspects of the analysis of the problems. Secondly, the analysis of the impact of industry environment on the procurement of bulk raw materials, respectively, to the development trend of China's non-ferrous industries. Then analyze the influence of xx company's internal environment on purchasing, then analyze the current situation of purchasing, market research and customer selection, purchase control, settlement, supplier management, human resource environment analysis, etc. The main problems of xx Company in purchasing bulk raw materials are summarized as follows: in the decision-making process of purchasing bulk raw materials, the purchasing plan is not reasonable enough; In the process of purchasing decision, the strategy of decision is not matched with the market: the market development is not in place in the procurement research; in the procurement process, the process is longer and the efficiency is not high; the mechanism of supervision and restriction is lacking; the supplier is not managed; The article puts forward that XX company should establish the strategic purchasing mode of bulk raw materials, realize the strategic new type purchase, and strengthen the purchasing decision and plan management at the same time. Perfect the electronic commerce network purchase management information system, optimize the procurement business process and other measures to further standardize the procurement process. At the same time, we should realize a management system that can restrict each other. And to achieve effective supervision, avoid the bulk of raw materials in private operations and major decision-making material, strengthen the allocation and management of procurement personnel, enhance the comprehensive ability of procurement personnel, and do a good job of all kinds of communication work enterprise procurement, To ensure the smooth and accurate development of purchasing activities, to strengthen the evaluation and management of suppliers, to rank and rank suppliers, to evaluate and apply procurement performance, and to optimize and strengthen the procurement management of bulk raw materials.
