基于IFAHP的河北省科技型中小企业HRM效能评价与提升研究

【摘要】:随着高新技术的不断发展,我国政府对科技型中小企业的健康发展给予了充足的关注。科技型中小企业的迅速发展越发地体现了其强大的生命力与其在我国科技创新中的重要地位。作为科技型企业的重要组成部分,科技型中小企业以其绝对的数量优势成为推动国家经济深化改革、科技创新进步的中坚力量。然而,当前部分科技型中小企业依然存在着只注重科技决策,忽视人力资源管理(HRM)的问题,其HRM效能偏低,人力资源信息获取较难,HRM的作用愈发地难以显现,甚至成为阻碍企业发展的绊脚石。所以当前我国科技型中小企业在HRM效能上出现的问题亟待改善与解决。因此,本文在系统梳理国内外关于科技型中小企业HRM及其效能评价相关理论基础之上,阐述科技型中小企业HRM效能评价的基本假设与逻辑体系,详细剖析经济效益、组织绩效等影响科技型中小企业发展的HRM因素,据此构建科技型中小企业HRM效能评价体系。此外,对几种传统评价方法的优缺点进行介绍并评述,引入直觉模糊层次分析法。通过实证分析挖掘出当前阻碍河北省科技型中小企业HRM效能提升的主要症结,最后针对这些问题提出相应的路径优化。通过对科技型中小企业HRM效能评价这一选题深入研究,有助于深化和拓展我国中小企业HRM研究理论,同时运用直觉模糊层次分析法(IFAHP)对科技型中小企业HRM效能进行评价,有助于衡量并明确当前河北省科技型中小企业HRM效能具体水平,进而为针对性地提出解决方案提供有力的理论依据。
[Abstract]:With the development of high and new technology, Our government has paid enough attention to the healthy development of science and technology small and medium-sized enterprises. The rapid development of science and technology small and medium-sized enterprises has more and more reflected its strong vitality and important position in our country's science and technology innovation. An important component of a technology-based enterprise, Science and technology SMEs, with their absolute quantitative advantages, have become the backbone of promoting the country's economic reform and scientific and technological innovation. However, at present, some small and medium-sized scientific and technological enterprises still only pay attention to science and technology decision-making. Ignoring the problem of human resource management (HRM), the effectiveness of HRM is on the low side, and the function of HRM is becoming more and more difficult to obtain human resources information. It even becomes a stumbling block to the development of enterprises. Therefore, the problems in HRM efficiency of small and medium-sized technological enterprises in our country need to be improved and solved urgently. On the basis of systematically combing the relevant theories of HRM and its effectiveness evaluation at home and abroad, this paper expounds the basic assumptions and logic system of HRM effectiveness evaluation of science and technology small and medium-sized enterprises, and analyzes the economic benefits in detail. On the basis of the HRM factors that influence the development of small and medium-sized technological enterprises, the evaluation system of HRM effectiveness is constructed. In addition, the advantages and disadvantages of several traditional evaluation methods are introduced and reviewed. This paper introduces the intuitionistic fuzzy analytic hierarchy process and finds out the main sticking point that hinders the improvement of HRM efficiency of small and medium-sized technological enterprises in Hebei Province. Finally, the corresponding path optimization is put forward to solve these problems. Through the in-depth study on the topic of HRM effectiveness evaluation of small and medium-sized technological enterprises, it is helpful to deepen and expand the research theory of HRM in small and medium-sized enterprises in China. At the same time, using the intuitionistic fuzzy analytic hierarchy process to evaluate the HRM effectiveness of small and medium-sized scientific and technological enterprises, it is helpful to measure and define the specific level of HRM effectiveness of small and medium-sized scientific and technological enterprises in Hebei Province. Then it provides a powerful theoretical basis for the proposed solutions.
