最低工资制度对青少年就业影响效应——以江苏省为例

【摘要】:16-24岁青少年的就业问题受到世界各国的普遍关注,青少年失业危机已成为世界各国面临的棘手难题。应运而生的最低工资制度是政府调节劳动力市场、保护人力资源和改善社会收入分配结构的重要手段之一。为探讨中国最低工资制度对青少年就业影响效应,本文选取江苏省1998-2012年时间序列数据对这一问题进行分析。研究发现:最低工资对青少年就业的影响是正向的,但效应是滞后的;青少年人口占总人口的比重对青少年就业的影响较弱。鉴于此,笔者建议加快最低工资标准的调整频率,规避最低工资对青少年就业的滞后效应,选择适当时机建立青少年最低工资制度并适当调整教育结构等。
[Abstract]:The employment of young people aged 16-24 years has been paid more and more attention all over the world, and the youth unemployment crisis has become a difficult problem all over the world. The minimum wage system is one of the important means for the government to regulate the labor market, protect human resources and improve the structure of social income distribution. In order to study the effect of minimum wage system on youth employment, this paper analyzes this problem with time series data from 1998 to 2012 in Jiangsu Province. It is found that the effect of minimum wage on youth employment is positive, but the effect is lagging, and the proportion of adolescent population to the total population has a weak effect on adolescent employment. In view of this, the author suggests speeding up the adjustment frequency of minimum wage standard, avoiding the lag effect of minimum wage on young people's employment, choosing the appropriate time to set up the youth minimum wage system and adjusting the educational structure properly, etc.
