四川省广安市公共文化人才培训研究

【摘要】:信息化时代的到来,快速发展的经济社会需要与之相匹配的公共文化体系提供给民众更多更全面的文化服务,人们对公共文化的要求已不简单局限于过去单一的文化供给,公共文化发展已迫在眉睫。公共文化的发展离不开人才的支持。培养一批综合素质过硬的公共文化人才队伍对于地区综合实力提升有着重要的意义。深刻认识、准确把握本地区公共文化人才队伍培训的现状和规律,对于构建公共文化体系、提升公共文化服务水平、促进文化大发展大繁荣都具有深远的现实意义。目前,学界更多研究集中于企业人力资源开发上,对于公共部门人才培训的解析还是很模糊。已有学术理论已不能完全满足公共文化发展需要。本文依据管理学和社会学等相关理论,对公共文化人才培训机制的概念进行重新解构,并运用实证方法辅佐论证。最终达到丰富公共文化人才培训理论研究的目的。论文拟通过研究广安市公共文化人才培训的现状、框架和运行情况。以点概面,探索我国公共文化人才培训的现状与不足,提出有数据支撑的对策,促进公共文化体系的持续、健康和快速发展。全文主体分为以下几个部分:第一部分绪论,通过研究背景、文献综述等前期准备工作,对以往的研究进行客观全面的梳理和总结。并对本文研究的意义和可能创新点进行直观陈述。第二部分概念解析,主要对公共文化人才培训等概念进行多维度的解构,并将可能运用到的人力资本理论、激励理论进行阐释。对后面的研究提供可靠客观的理论支撑。第三部分现状研究,从广安市公共文化人才培训具体实施主体、内容、框架及机制等方面全面分析广安市公共文化人才培训的具体情况,重点对已形成机制进行科学梳理。第四部分实证分析,通过问卷、访谈等方式,以定量研究为主,分析广安市公共文化人才培训的特点和缺陷,并对培训产生的问题进行了全方位的罗列。第五部分对策建议,通过定量、定性研究,提出具有可操作性的建设性意见,为公共文化人才培训研究提供借鉴样本。本文通过探索广安市公共文化人才培训的模式,完善公共文化体系的人才培训机制研究;通过对广安市公共文化人才培训概念特征的分析,创新公公共文化人才培训的发展理念,促进公共文化健康有序发展。
[Abstract]:With the arrival of the information age, the rapid development of economic and social needs to match with the public cultural system to provide more and more comprehensive cultural services to the public, people's demand for public culture is not simply limited to the past single cultural supply. The development of public culture is imminent. The development of public culture can not be separated from the support of talents. It is of great significance to cultivate a group of qualified public cultural talents for the promotion of regional comprehensive strength. It is of profound practical significance to understand deeply and accurately grasp the present situation and law of the training of local public cultural talents, which is of far-reaching practical significance for the construction of public cultural system, the promotion of public cultural service level and the promotion of the great development and prosperity of culture. At present, more academic research focuses on the development of enterprise human resources, the analysis of public sector talent training is still very vague. Existing academic theories can not fully meet the needs of the development of public culture. Based on the related theories of management and sociology, this paper deconstructs the concept of public cultural talent training mechanism, and uses the empirical method to support the demonstration. Finally, the purpose of enriching the theoretical research of public cultural talents training is achieved. This paper aims to study the current situation, framework and operation of the training of public cultural talents in Guangan City. In order to promote the sustainable, healthy and rapid development of the public cultural system, this paper explores the present situation and shortcomings of the training of public cultural talents in China, and puts forward some countermeasures supported by the data in order to promote the sustained, healthy and rapid development of the public cultural system. The main body of the paper is divided into the following parts: the first part is the introduction, through the research background, literature review and other preparatory work, the previous research is summarized objectively and comprehensively. And the significance of this study and possible innovations are intuitively stated. The second part of the concept analysis, mainly on the public cultural personnel training and other concepts of multi-dimensional deconstruction, and the possible application of human capital theory, incentive theory to explain. It provides reliable and objective theoretical support for the later research. The third part of the present situation of the study, from the specific implementation of Guangan City public cultural personnel training, content, framework and mechanism of comprehensive analysis of the specific situation of Guangan City public cultural talent training, focusing on the formed mechanism of scientific combing. The fourth part of the empirical analysis, through questionnaires, interviews and other ways, mainly quantitative research, to analyze the characteristics and shortcomings of the training of public cultural talents in Guangan, and training problems are listed in all directions. The fifth part of the countermeasures and suggestions, through quantitative and qualitative research, put forward operable and constructive suggestions, for the study of public cultural talent training to provide a reference sample. By exploring the training mode of public cultural talents in Guang'an City and perfecting the personnel training mechanism of public cultural system, this paper analyzes the conceptual characteristics of the training of public cultural talents in Guangan City. To innovate the concept of public cultural personnel training and promote the healthy and orderly development of public culture.
