中小型民营企业人力资源外包研究

【摘要】:上世纪八十年代开始,世界经济不断的走向全球化,而且互联网也慢慢的遍布世界各个角落,和以前相比管理模式也有很大的改变。其中一种变化就是“外包”。以一种新型的经营模式的形式出现在大家面前,“外包”显得独树一帜,在世界经济并不乐观的情况下,很多产业都处于萧条期,但是“外包”却以傲人的势头不断增长,很多企业都把外包作为战略核心,学术界也对该经营模式非常的好奇,成为经济学和管理学研究的热门课题。而人力资源管理外包又是所有外包类型中发展最快的领域之一。研究表明,企业的核心竞争力在实现人力资源管理外包方面起到了重要作用。人力资源是企业的核心战略资源,一旦引进外包,企业内部管理模式将面临着全面的改革。所以企业的经营和管理都会受到人力资源管理外包的影响。民营企业是中国经济最具发展活力的部分。但随着时代的发展,人力资源成本大幅提升成为了企业管理者所需要面对的核心难题之一。相比国有企业、外资企业及合资企业,民营企业既缺乏强有力的组织架构与成本投入,也没有国外的先进管理经验可以借鉴与引进,想要快速摆脱人力资源难题就必须通过与外界力量加强合作,提升管理效率。为更好的为中小型民营企业的人力资源管理提供参考,本文从基础理论、外包收益风险分析、外包决策分析三个方面进行了理论分析。本文还选择了经济较为发达的地区,比如浙江、广东等东南沿海地区一些规模一般的民营企业进行了问卷调研。通过调查分析,本文认为,人力资源外包一定会更频繁的出现在中小型民营企业的日常管理中。而在中小型民营企业的转型升级过程中,好的人力资源外包能够实现企业较好的发展,比如可以帮企业降低生产成本,提高企业的利益、让企业立于不败之地。
[Abstract]:Since the 1980s, the world economy has continued to go global, and the Internet has gradually spread all over the world, compared with the previous management mode has changed a lot. One such change is outsourcing. In the form of a new business model, "outsourcing" appears to be unique. With the world economy not optimistic, many industries are in a depression period, but "outsourcing" is growing with a proud momentum. Many enterprises regard outsourcing as the core of strategy, and the academic circles are very curious about this business model, which has become a hot topic in economics and management. Human resource management outsourcing is one of the fastest growing fields in all outsourcing types. The research shows that the core competence of enterprises plays an important role in the realization of human resource management outsourcing. Human resource is the core strategic resource of the enterprise. Once outsourcing is introduced, the internal management mode of the enterprise will face a comprehensive reform. Therefore, the management and management of enterprises will be affected by the outsourcing of human resources management. Private enterprises are the most dynamic part of the Chinese economy. However, with the development of the times, human resource cost has become one of the core problems that managers have to face. Compared with state-owned enterprises, foreign-funded enterprises and joint ventures, private enterprises lack a strong organizational structure and cost input, nor do they have advanced management experience from abroad to learn from and introduce. To get rid of the problem of human resources quickly, we must strengthen cooperation with outside forces to improve management efficiency. In order to provide a better reference for the human resource management of small and medium-sized private enterprises, this paper makes a theoretical analysis from three aspects: basic theory, outsourcing income risk analysis and outsourcing decision analysis. This paper also selected the more developed areas, such as Zhejiang, Guangdong and other southeast coastal areas, some of the average scale of private enterprises to conduct a questionnaire survey. Through investigation and analysis, this paper believes that human resource outsourcing will appear more frequently in the daily management of small and medium-sized private enterprises. In the process of transformation and upgrading of small and medium-sized private enterprises, good human resource outsourcing can achieve better development, for example, can help enterprises reduce production costs, improve the interests of enterprises, so that enterprises in an invincible position.
