云南参与大湄公河次区域合作的经验研究

【摘要】：2013年以来,一个既熟悉又陌生的名词"次区域"又重回到公众的视线中。说熟悉,是因为已经听说过这个词许多年;说陌生,是因为似乎这几年很少再见到这个词。尽管次区域合作的发展千回百转,但事实上,对于我国这样边境线长、周边国家多,内部各地区发展水平差异巨大的国家而言,发展次区域合作是突破对外关系瓶颈、拓展国际市场、与周边国家建立更紧密关系最为有效的方式。近期国家高层会议对"次区域"的反复强调,也正验证了这一点。大湄公河次区域合作被国际社会认为是"南南合作的典范"。通过参与大湄公河次区域合作,相关省区的基础设施得到了巨大的提升,与周边国家的经贸、产业、投资等往来日益密切。大湄公河次区域合作从项目而来,走过了基础设施合作——经济合作——非传统安全合作——人力资源和社会合作的路,从实践中不断总结完善,积累了不少经验。本文从大湄公河次区域的形成出发,以云南省为例分析次区域合作对其对外贸易、投资的促进情况,最后对参与合作的成功经验予以总结,试图将经验进行推广,对我国其他次区域合作的发展提供借鉴。
[Abstract]:Since 2013, a familiar and unfamiliar term, sub-region, has returned to public view. I am familiar with the word because I have heard it for many years; I am strange because it seems to have been seldom seen in recent years. Although the development of sub-regional cooperation has changed a thousand times, in fact, for those countries with long borders, many neighboring countries and huge development levels within various regions, the development of subregional cooperation is a breakthrough in the bottleneck of foreign relations. The most effective way to expand the international market and establish closer relations with neighboring countries. The repeated emphasis on the sub-region at recent state-level meetings is also proving this. Cooperation in the Greater Mekong Subregion is regarded by the international community as a "model of South-South cooperation." By participating in the Greater Mekong Subregion Cooperation, the infrastructure of the relevant provinces and regions has been greatly improved, and the economic and trade, industrial and investment exchanges with the neighboring countries have become increasingly close. The Greater Mekong Subregion Cooperation comes from the project, has passed the infrastructure cooperation-the economic cooperation-the non-traditional security cooperation-the human resources and the social cooperation, from the practice unceasingly summarizes the consummation, has accumulated a lot of experience. Starting from the formation of the Greater Mekong Subregion, taking Yunnan Province as an example, this paper analyzes the promotion of subregional cooperation to its foreign trade and investment, finally summarizes the successful experience of participating in the cooperation, and tries to promote the experience. To provide reference for the development of other sub-regional cooperation in China.
