医养融合养老:供给途径、实践困境与政府责任——基于公共产品理论的视角

【摘要】：医养融合养老服务作为一种创新的养老保障模式,将现代医疗服务技术与养老保障模式有效结合,增强了养老机构的医护功能,开发了基层医疗机构的养老功能,已成为新形势下我国积极应对老龄化、改善老人健康状况的有效举措。本文提出了我国发展医养融合养老服务的必要性,总结了当前我国开展医养融合养老服务的主要途径,分析了医养融合养老服务面临的困境,从发展公共产品的角度提出了政府在发展医养融合养老服务应扮演的角色和承担的责任。
[Abstract]:As an innovative mode of old-age security, the combination of modern medical service technology and old-age security mode enhances the medical care function of pension institutions, and develops the old-age function of primary medical institutions. It has become an effective measure to deal with the aging and improve the health status of the elderly in the new situation. This paper puts forward the necessity of developing the medical and nursing integrated old-age service in our country, summarizes the main ways to develop the medical and foster integrated old-age care service in China, and analyzes the difficulties faced by the medical and foster integrated old-age care service. From the point of view of developing public goods, this paper puts forward the role and responsibility of the government in the development of medical and nursing integrated pension service.
