医疗集团人力资源双逆向流动研究——以宁夏人民医院为例

【摘要】:人力资源流动是影响卫生事业发展的关键因素,人力资源流动在医疗集团的各个医疗机构间表现为"双逆向流动",这种流动所产生的"虹吸现象",降低了贫困地区卫生人力资源的素质,拉大了贫困地区与发达地区的差距。加快体制改革,改善人才环境,加大投入,加强国家宏观调控力度,培养高素质的管理人员,是解决"虹吸现象"的战略途径。
[Abstract]:Human resource flows are key factors affecting health development, The flow of human resources is shown as "double reverse flow" among medical institutions in the medical group. The "siphon phenomenon" produced by this flow reduces the quality of health human resources in poor areas and widens the gap between poor and developed regions. Speeding up the system reform, improving the talent environment, increasing investment, strengthening the national macro-control and training high-quality management personnel are the strategic ways to solve the "siphon phenomenon".
