外智引联型创新团队任务协调机制构建研究

【摘要】:为探索并解决西部高校中高端人才匮乏、科研整体水平低下、人才持续外流等问题导致西部地区经济增长缓慢、持续增长乏力的困境,创新性地提出了“外智引联”创新团队的新型跨区域多主体合作模式。针对外智引联型创新团队在合作过程中凸显出的重结果轻过程,短期团队多、长期团队少,名义合作多,实质合作少等问题,对外智引联型创新团队合作过程中最关键的任务因素进行探析,从任务管理视角探究影响外智引联型创新团队合作过程中的任务分解、任务分配、任务冲突以及任务协调等管理难点问题。首先,通过系统梳理国内外学术界关于创新团队以及任务分解、任务分配、任务协调四个不同维度的相关研究成果,对研究对象从理论深度上形成较为全面的认识,明晰论文研究的目的及意义,确定理论基础与研究方法;其次,从项目申请、项目运作以及项目完成三个阶段对外智引联型创新团队的任务进行初步分解,并在综合考虑到任务粒度、任务耦合度、任务均衡度影响因素的基础上,构建了适用于外智引联型创新团队任务分解的基本框架,并提出相应的任务分解方法,有利于提升团队任务分解的科学性,并有效解决因任务分解不科学导致的任务分配不合理和任务冲突频繁等问题;再次,在考虑任务执行主体、任务自身属性以及任务主体与项目任务交互关系的基础上,构建了适用于外智引联型创新团队的任务分配模型,并采用匈牙利法进行了求解,有利于克服在创新团队中传统任务分配多为组织领导主观硬性指派的隐形弊端,使任务分配更加合理、执行更加有效;然后,通过辨析任务执行过程中可能出现的多种类型冲突及原因,分析了任务协调的相关影响因素,将任务协调问题转化为多属性群决策问题,在考虑任务冲突阈值的基础上提出了一种任务协调的方法,明晰构建外智引联型创新团队任务协调机制的内在机理及保障措施;最后,运用云南省院省校项目的具体案例对文中提出的相关模型与方法进行了运用,并分别从政府、高校以及团队三个维度提出了促进西部高校政产学研用协同创新的对策,以期提升研究结果的适用性和可行性,为政府部门及相关企事业单位制定决策提供重要的参考。
[Abstract]:In order to explore and solve the problems such as the shortage of high-end talents, the low level of scientific research and the continuous outflow of talents in western colleges and universities, the economic growth in the western region is slow and the sustained growth is weak. This paper proposes a new cross-regional multi-agent cooperation model for the innovation team. In view of the emphasis on the results and the process, the short term team, the long term team, the nominal cooperation, the real cooperation and so on, are highlighted in the process of cooperation. From the perspective of task management, this paper probes into the task decomposition and task allocation in the process of the cooperation between foreign intelligence and joint innovation team, and analyzes the most critical task factors in the process of cooperation between foreign intelligence and innovation team, and explores the task distribution from the perspective of task management. Task conflict and task coordination and other difficult management issues. First of all, by systematically combing the relevant research results of four different dimensions of innovation team and task decomposition, task assignment and task coordination, the author forms a more comprehensive understanding of the research object from the depth of theory. Clarify the purpose and significance of the paper research, determine the theoretical basis and research methods; secondly, from the project application, project operation and the completion of the project three stages of the task of the innovative team leading foreign intelligence preliminary decomposition, On the basis of synthetically considering the influence factors of task granularity, task coupling degree and task balance degree, the basic framework for task decomposition of innovative team with external intelligence is constructed, and the corresponding task decomposition method is put forward. It is helpful to improve the scientific nature of task decomposition, and to effectively solve the problems of irrational assignment and frequent task conflicts caused by unscientific task decomposition. Thirdly, the task execution body is considered. On the basis of the nature of the task itself and the interaction between the task subject and the project task, the task assignment model suitable for the innovative team with foreign intelligence is constructed, and the Hungarian method is used to solve the problem. It is helpful to overcome the hidden drawback that the traditional task assignment in the innovation team is mostly the subjective hard assignment of the organization leader, and make the task assignment more reasonable and the execution more effective; then, Based on the analysis of various types of conflicts and their causes in the process of task execution, this paper analyzes the relevant influencing factors of task coordination, and transforms task coordination into multi-attribute group decision making. On the basis of considering the threshold of task conflict, this paper puts forward a method of task coordination, which clarifies the inner mechanism and safeguard measures of constructing the task coordination mechanism of innovative team with foreign intelligence. This paper applies the relevant models and methods put forward in this paper by using the concrete cases of Yunnan Provincial School Project, and puts forward the countermeasures to promote the cooperative innovation of government, university and team in western colleges, universities, industry, education and research from the three dimensions of government, university and team. In order to improve the applicability and feasibility of the research results and provide important reference for government departments and related enterprises and institutions to make decisions.
