黑龙江省高等教育与区域经济协调发展研究

【摘要】：知识经济带来高等教育发展的新契机,高等教育作为人才培养的责任者,在知识经济时代有着举足轻重的地位,并发挥着科学知识产生、人才储备、资源配置和加速科学技术与生产力间转化等作用,通过知识创新和专业技术更新,高等教育逐渐成为科技资源的配置基地,高新技术成果转化、新技术诞生、新经济增长点的挖掘无不在于此。高等教育与区域经济发展相互影响相互制约,地区经济落后导致高等教育的发展缺乏动力,高等教育的发展又会反过来影响经济建设。对于黑龙江经济发展来说,高等教育与区域经济间协调关系存在问题,而只有加速推进黑龙江高等教育与经济协调发展才能更好地实现黑龙江省经济社会全面协调,"科教兴省"、"振兴东北老工业基地"是黑龙江经济发展的关键,丰富经济发展中的治理经验有利于更好的了解自身问题所在,抓住优势,弥补不足,让黑龙江省的经济有更好的成长空间。本文综合运用文献分析法,梳理了高等教育、区域以及区域经济的相关概念和界定,在此基础上搜集相关文献资料对人力资本理论、非均衡发展理论、后发优势理论进行整理加工,同时以黑龙江高等教育与经济发展概况为基础,在占有高等教育相关数据(其中包括高等教育层次结构、布局结构、学科分布以及黑龙江经济发展的产业结构、布局结构)等信息资料基础上,研究二者协调关系,运用模糊积分评价方法,进行二者的协调度评价,其中介绍了协调度评价的基本要求、评价过程及实践意义。对黑龙江省高等教育与经济发展的协调度进行评价,为判定高等教育与经济协调发展提供了支持。找出黑龙江高等教育与区域经济协调中存在的问题,同时提出相关的对策建议。并指出发挥政府服务及支撑作用、发挥高校人才培养科学研究及社会服务职能以及促进区域内主体交流与合作等政策建议,以期为促进黑龙江省经济全面建设可持续发展提供理论支持。
[Abstract]:Knowledge economy brings a new opportunity for the development of higher education. Higher education, as the person responsible for the cultivation of talents, plays a pivotal role in the era of knowledge economy, and plays an important role in the generation of scientific knowledge and the reserve of talents. Resources allocation and accelerating the transformation between science and technology and productivity, through knowledge innovation and professional technology renewal, higher education has gradually become the allocation base of scientific and technological resources, and the transformation of high-tech achievements and the birth of new technologies. The mining of new economic growth point lies in this. Higher education and regional economic development interact and restrict each other, regional economic backwardness leads to the lack of impetus for the development of higher education, and the development of higher education will affect economic construction in turn. For the economic development of Heilongjiang, there are problems in the harmonious relationship between higher education and regional economy. Only by speeding up the coordinated development of higher education and economy in Heilongjiang Province can the overall economic and social coordination of Heilongjiang Province be better realized. "developing the province through science and education" and "revitalizing the old industrial base in Northeast China" are the key to the economic development of Heilongjiang. Enriching the management experience in economic development is conducive to a better understanding of their own problems, seize the advantages, make up for the deficiencies, so that the economy of Heilongjiang Province has a better room for growth. This paper combs the related concepts and definitions of higher education, regional economy and regional economy by means of literature analysis. On this basis, it collects relevant literature on human capital theory and unbalanced development theory. At the same time, based on the general situation of higher education and economic development in Heilongjiang province, the theory of late-development advantage is processed, and the relevant data of higher education (including the hierarchical structure and layout structure of higher education) are occupied. On the basis of the subject distribution and the industrial structure and layout structure of Heilongjiang economic development, the coordination relationship between the two is studied, and the coordination degree of the two is evaluated by using the fuzzy integral evaluation method. The basic requirements, evaluation process and practical significance of the evaluation of coordination degree are introduced. The evaluation of the coordination degree between higher education and economic development in Heilongjiang Province provides support for judging the harmonious development of higher education and economy. To find out the problems existing in the coordination of higher education and regional economy in Heilongjiang Province, and put forward the relevant countermeasures and suggestions. It also points out some policy suggestions, such as giving full play to the role of government service and support, bringing into play the functions of scientific research and social service in the training of talents in colleges and universities, and promoting the exchange and cooperation of regional subjects. In order to promote the overall economic construction of Heilongjiang Province sustainable development to provide theoretical support.
