大学学术组织学术生态环境的分析与优化

【摘要】:2015年,我国教育部首次颁布《中国高等教育质量报告》,报告称,2015年,中国在校大学生人数达到3700万人,毛入学率40㳠,位居世界第一。预计到2019年,我国高等教育毛入学率将达到50㳠以上,进入高等教育普及化阶段。然而,就现阶段我国高等教育而言,大众化的急推猛进似乎还未完全“消化”,又将迎来普及,如何在高等教育普及的大背景下保持和提高高等教育的质量是值得教育界迫切思考的一个问题。此外,由于种种原因,近年来我国学术界尤其是高等教育届愈演愈烈的学术腐败现象已经严重影响了高等教育的质量,破坏了大学学术生态环境的平衡。大学学术组织作为大学学术的核心地带,是承担大学教学、科研和服务社会三大社会职能的重要载体,因而,探究我国大学学术组织学术生态环境存在的问题及优化策略是一个极为迫切的课题,是提高高等教育质量、增强学术公信力的强烈呼唤。研究大学学术组织学术生态环境的优化策略,需要对其学术生态环境的生态构成要素、主要生态影响因子以及存在的问题进行深入分析。本研究认为:大学学术组织内部学术成员所组成的关键种群和大学学术组织所处的复合生态环境二者共同构成了大学学术组织的学术生态环境。而对影响大学学术组织学术活动的生态环境因子则从外部生态影响因子、内部生态影响因子以及学术成员自身等方面进行分析。对于存在的问题的分析则是从微观生态环境、中观生态环境和宏观生态环境三个层面进行具体阐述。本研究即以此为分析框架,运用生态哲学理论、教育生态学原理和组织理论,综合采用文献法、案例研究法以及归纳法等研究方法,对我国大学学术组织学术生态环境存在的问题进行诊断,并对其问题产生的原因进行深入、细致的分析。本研究通过对我国大学学术组织学术生态环境的特性以及国外大学学术组织繁荣发展的案例的考察发现,大学学术组织所处的学术生态环境是一个复合多元的生态环境,它是由社会生态环境、教育生态环境以及学校生态环境等无数个生命因子有机组合而成,并且各种生态因子之间互相联系,彼此作用,只有当大学学术组织学术生态环境内部各生态构成因子之间处于一种平衡的状态时,才能维护学术生态多样性和学术生态环境的稳定运行。基于目前我国大学学术组织学术生态环境发展中存在的种种问题,本研究认为,借鉴剑桥大学卡文迪许实验室繁荣发展的经验,通过积极培育学术主体,提升关键种群自身素养,合理加强学校图书馆、实验室等软硬件资源建设,向大学学术组织下放教学权、科研权以及财政权,加强政府职能转变,由“监管型”政府向“服务型”政府过渡,与外部企业保持通力合作,充分利用各种社会监督制度,重视学术期刊作为学术载体的辐射作用,促进学术期刊良性发展等诱致性因素,在不影响根本制度和利益的基础上,对我国大学学术组织的学术生态环境进行优化。
[Abstract]:In 2015, China's Ministry of Education issued a "China higher education quality report" for the first time. It was reported that in 2015, the number of college students in China reached 37 million and the gross enrollment rate was 40? In the world. It is expected that by 2019, the gross enrollment rate of higher education in China will reach 50 or more, entering the stage of popularization of higher education. However, the higher education in China at the present stage, however, is at the present stage of higher education in China. In terms of education, the rapid progress of popularization seems to have not been fully "digested" and will usher in popularity. How to maintain and improve the quality of higher education in the context of the popularization of higher education is an urgent problem for the educational circle. Academic corruption has seriously affected the quality of higher education and undermined the balance of academic ecological environment in University. As the core area of university academic organization, university academic organization is an important carrier for the three social functions of university teaching, scientific research and serving the society. Therefore, the academic ecological environment of our university academic organization exists. The problem and the optimization strategy are a very urgent task. It is a strong call to improve the quality of higher education and enhance the academic credibility of the academic organization. The research on the optimization strategy of the academic ecological environment of the academic organization of the university needs to make a thorough analysis of the ecological elements, the main ecological influence factors and the existing problems of the academic ecological environment. It is believed that the key population of academic members in the academic organization and the compound ecological environment in the academic organization of the University constitute the academic ecological environment of the academic organization of the University, and the ecological environmental factors affecting the academic activities of the academic organizations of the university are from the external ecological influence factors and the internal ecological influence factors. And the analysis of the academic members themselves. The analysis of the existing problems is from the micro ecological environment, the meso ecological environment and the macro ecological environment three aspects. This study is the analysis framework, the ecological philosophy theory, the educational ecology principle and the organizational theory, the comprehensive use of literature, case study. The research methods and induction methods are used to diagnose the problems existing in the academic ecological environment of university academic organizations in China, and to make a thorough and detailed analysis of the causes of the problems. It is found that the academic ecological environment in the academic organization of the university is a complex and pluralistic ecological environment. It is composed of numerous life factors, such as the social ecological environment, the educational ecological environment and the school ecological environment, and the various ecological factors are interconnected and interact with each other. Only when the academic organization of the university is a academic student. In order to maintain the academic ecological diversity and the stable operation of the academic ecological environment in a state of equilibrium between the various ecological components within the state environment, based on the problems existing in the development of academic ecological environment in the academic organization of the University of our country at present, this study believes that the development of the University of Cambridge Kwen Di Xu laboratory is prosperous. Through actively cultivating the academic subject, improving the quality of the key population, strengthening the construction of the soft and hardware resources, such as the school library, the laboratory, and so on, put the teaching right, the scientific research right and the financial power to the university academic organization, and strengthen the transformation of the government function, and make the transition from the "regulatory" government to the "service-oriented" government, and keep it through with the external enterprises. To cooperate fully, make full use of various social supervision systems, attach importance to the radiation effect of academic periodicals as the academic carrier, promote the benign development of academic periodicals and so on, and optimize the academic ecological environment of the academic organization of our university on the basis of not affecting the fundamental system and interests.
