我国大学学院治理问题研究

【摘要】:随着大学治理的深入推进、学院规模的不断增大,学院治理十分必要。学院治理是多元学院利益相关者在权力多中心分化的基础上为了实现共同目标以民主、协商等方式协调彼此权力义务关系、配置学院资源的一系列过程。相较于传统的教育行政管理,学院治理更有利于实现大学“基层变革”。在日益高涨的国家教育体制改革浪潮中,自2011年开始的国家试点学院改革在学生招录与选拔、人才培养模式、教师遴选考核制度以及学院内部治理结构等四个方面做出了有益探索,但现实中存在的诸多问题使学院治理困难重重。学院管理行政化遏制了学院治理的民主化和多中心化进程,学术共同体的分裂消解了学院凝聚力和治理动力,学院治理的象征性更是以“伪治理”掩盖了“真治理”的实际困窘。要变象征性治理为实质性治理,就必须设法去除学院管理行政化、重构学院学术共同体。目前无论在理论研究还是实践操作领域,国外一流大学学院治理都具先进性。论文选取美国公立大学、英国公立大学和日本国立大学进行案例研究,着重分析这些国家学院治理结构及其运行模式,以期为我国提供启示和借鉴。为实现以学术为魂、以民主为体、以多中心为形的学院治理愿景,我们将再造理论与治理理论相结合,提出学院再造的理论模型和再造原则。学院再造的基本原则建立在治理的本质之上,主要包括“两类”,共“四点”内容:第一类涉及学院外部治理,应遵循“掌舵与划桨分离”和“权力与责任统一”原则;第二类涉及学院内部治理,应遵循“多中心治理主体”和“多中心治理权力”的原则。在学院再造原则指导下,通过建立由教授等专业人士构成的治理委员会进行共同治理是我国大学学院治理的基本方式和必然选择。学院治理不是为了治理而治理,学院治理的最终目的在于建立现代学院制度。现代学院制度是学院治理制度化的产物,是具有创新惯性和持续改进能力的现代学院组织及运行体制。不管是学院治理还是现代学院制度,都以重振学术精神、促进大学治理体系和治理能力现代化为旨归,都以建设世界一流大学和一流学科为目标。
[Abstract]:With the deepening of university governance, the scale of the college continues to grow, college governance is very necessary. College governance is a series of processes in which multiple college stakeholders, on the basis of multi-center differentiation of power, coordinate their power and obligation relations and allocate college resources in order to achieve the common goal, such as democracy, consultation and so on. Compared with the traditional educational administration, college governance is more conducive to the realization of the "grass-roots reform" of universities. In the rising tide of the reform of the national education system, the reform of the national pilot colleges began in 2011 in the recruitment and selection of students, talent training model, The system of teacher selection and appraisal and the internal governance structure of the college have made beneficial exploration, but in reality many problems exist in the management of the college. The administrative management of the college has restrained the process of democratization and multi-centralization of the governance of the college, and the division of the academic community has dispelled the cohesive force and the power of governance of the college. The symbolism of college governance is to cover up the actual embarrassment of "true governance" with "false governance". In order to change symbolic governance into substantive governance, we must try to remove the administration of college management and reconstruct the academic community. At present, whether in the field of theoretical research or practical operation, the governance of foreign first-class universities and colleges are advanced. This paper selects American public universities, British public universities and Japanese national universities as case studies, and analyzes the governance structure and operating mode of these national colleges in order to provide enlightenment and reference for our country. In order to realize the vision of academic governance, democracy and multi-center, we combine the theory of reengineering with the theory of governance, and put forward the theoretical model and principle of reengineering. The basic principles of college reengineering are based on the essence of governance, including "two types" and "four points" in total: the first kind involves the external governance of the college, which should follow the principles of "separation of steering and paddling" and "unity of power and responsibility"; The second kind involves the internal governance of the college, and should follow the principles of "the main body of polycentric governance" and "the power of polycentric governance". Under the guidance of the principle of college reengineering, it is the basic way and inevitable choice of college governance in our country to establish a governance committee composed of professors and other professionals. College governance is not governance for the sake of governance, the ultimate goal of college governance is to establish a modern college system. The modern college system is the product of the institutionalization of college governance, and it is a modern college organization and operation system with the ability of innovation and continuous improvement. The aim of college governance and modern college system is to reinvigorate academic spirit, to promote the modernization of university governance system and governance ability, and to build world-class universities and disciplines.
