《2016年江苏省政府工作报告》英译项目报告

【摘要】：江苏省是中国沿海经济大省,辖江临海,扼淮控湖,地理位置优越,是中国最适合进行对外经济活动的省份之一。改革开放以来,江苏省以其优越的地理条件、高质量的人力资源和发达的经济水平不断吸引着国外资本的进入,越来越多的国外投资者希望了解江苏省经济社会的发展状况和潜力。江苏省《政府工作报告》是江苏省最为重要的政府文件,政治语言简洁凝练,内容精悍准确,凝聚了省内外诸多专家学者的智慧,堪称江苏省综合发展情况报表,足以承担向外方介绍、宣传江苏的文本功能。然而当前民间对地方政府报告的英译工作开展并不广泛,江苏省《政府工作报告》的官方英译版本同样难以查阅,这与当前蓬勃发展的对外经济发展需求存在一定矛盾。本报告选取2016年江苏省政府工作报告英译作为研究对象,在纽马克的文本类型理论的指导下,将该工作报告归类为表达型文本,强调原文本内容的权威性。但在作为外宣材料进行翻译的时候,应当侧重其信息功能与号召功能。翻译目的是为译文的接受者在获取信息时消除障碍,即准确的传达信息,进行对外宣传。因此在翻译过程中更重视受众的阅读体验,采用以受众为中心的翻译策略。在具体的翻译操作中采取直译,意译,增译,注释,信息重组等翻译方法与技巧,着重解决中国特色词语,汉语特殊句式,模糊语的翻译等项目重、难点问题。希望本次翻译能够为今后政府工作报告的翻译提供参考,并不断提升笔者自身的翻译水平。
[Abstract]:Jiangsu Province is one of the most suitable provinces for foreign economic activities. Since the reform and opening up, Jiangsu Province, with its superior geographical conditions, high-quality human resources and developed economic level, has continuously attracted the entry of foreign capital. More and more foreign investors want to understand the economic and social development of Jiangsu Province and potential. The Government work report of Jiangsu Province is the most important government document in Jiangsu Province. The political language is concise and concise, the content is tough and accurate, and the wisdom of many experts and scholars inside and outside the province has been condensed. It can be called a comprehensive development report of Jiangsu Province. Enough to undertake the introduction to foreign parties, publicity of Jiangsu's text function. However, at present, the translation of local government reports into English is not widely carried out, and the official English translation of Jiangsu Province's work report is also difficult to consult, which is in contradiction with the booming demand for foreign economic development. Under the guidance of Newmark's text type theory, this paper classifies the work report as expressive text and emphasizes the authoritativeness of the original text. However, translation as publicity materials should focus on its information function and call function. The purpose of translation is to remove obstacles in obtaining information, that is, to convey information accurately and propagate it to the outside world. Therefore, in the process of translation, we pay more attention to the reading experience of the audience and adopt the strategy of audience-centered translation. In the specific translation operation, we adopt some translation methods and techniques, such as literal translation, free translation, additional translation, annotation, information recombination and so on. We focus on solving the problems of Chinese characteristic words, Chinese special sentence patterns, the translation of vague language and other important and difficult problems. It is hoped that this translation will provide a reference for the translation of the government work report in the future and improve the translation level of the author.
